Duties
Serves as paralegal specialist to the DEVCOM Chief Counsel on intellectual property matters involving patents, copyrights, trademarks, government data rights, and technology transfer agreements.
Assists attorneys in managing administrative law programs, conducting legal research, maintaining case files, preparing periodic reports, and general office management.
Supports Contracting Officer(s) in administering Patent Rights clauses to assure compliance with the terms thereof by contractors and subcontractors.
Reviews contractor technical reports and makes determinations in coordination with the Contracting Officers Technical representatives to identify unreported inventions and requests contractors or subcontractors to report same.
Independently reviews contractor technical reports to ensure contractors are in compliance with the terms of the contract’s patent rights clause.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Secret security clearance required.
- Temporary duty travel (TDY) may be required up to 5% of the time.
- One-year trial period is required.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes (1) Perform research to assist attorneys on a variety of legal issues in areas such as intellectual property matters involving patents, copyrights, trademarks, government data rights, and technology transfer agreements; AND (2) Prepare and index a wide
variety of legal documents such as draft briefs, memoranda and invention disclosures.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
