Be an Army Civilian - Go Army! Civilian employees serve a vital role in supporting the Army mission. You will be part of managing and providing the information technology network and business systems that the U.S. Army need to operate every day. You will serve as an Acquisition Manager of the Army Data and Analytics Platforms (ARDAP) by providing Agile support services for authorized customers, both in and outside DoD, including government, non-government organizations, domestic and foreign.
Duties
Serve as Acquisition Manager who is responsible for overseeing and managing all functions of contracting management and acquisition planning functions.
Analyze, evaluate, approve and redirect the strategy, plans, and techniques of pre-award and post-award functions.
Manage contract cost/schedule control systems and reports.
Develop solutions to problems when there are uncertainties involving the legislation, authorities and scope of the program resulting from Congressional interest.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level 1 (Foundational) in the Acquisition Career Field - Contracting within 36 months of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: In order to qualify for this position at the NH-04 grade level, your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13 or equivalent) grade level in the Federal service which includes: 1) Planning and developing the program acquisition strategy and preparing requirement packages of pre-award and post award contract actions; 2) Developing new and innovative contracting approaches that support program mission requirements; AND 3) Performing detailed analysis of all elements of cost in contractor proposals and conducting necessary coordination, which may result in competitive range determinations.
This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service NH-03 (or GS-13 equivalent).
