About the Position: Serves as the Installation Exceptional Family Member Program (EFMP) Coordinator responsible for establishing, implementing, and maintaining an Exceptional Family Member Program in coordination with installation EFMP components for active-duty sponsors of family members who have physical, developmental, emotional, or intellectual impairments/disabilities.

Duties

Establishes and maintains cooperative relationships to ensure delivery of integrated program services and monitor compliance with public laws mandating education and related services to individuals with impairments or disabilities. Responsible for establishing, implementing, and maintaining an Exceptional Family Member Program for active-duty sponsors of family members who have physical, developmental, emotional, or intellectual impairments. Develops, coordinates, recruits and trains EFMP parents for a Parent-to-Parent Support Program designed for outreach to newly diagnosed and newly assigned EFMP families. Ensures relocating families with special needs children are referred to the appropriate special education and medical care providers. Prepares the Annual EFMP assessment guide and monitors installation compliance with Army Regulation and distributes appropriately.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a T1 clearance with CNACI.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position requires regular contact with children under the age 18 and a favorable determination of suitability to do so.

Additional information about transcripts is in this document. Basic Requirement for Exceptional Family Member Program Coordinator: A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) establishing program for individuals with physical, developmental, emotional, or intellectual impairments/disabilities; 2) maintain relationships among components to ensure delivery of program services; and 3) referring families with special needs children to appropriate special education and medical care providers. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Behavioral Science or Social Science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Interpersonal SkillsTechnical CompetenceWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
