The Program Specialist - Outreach Coordinator position is located within the Communications & Outreach Office, VA New York Harbor Healthcare System, VISN 2, Veterans Health Administration, Department of Veterans Affairs, New York, NY. The Program Specialist - Outreach Coordinator acts as a liaison to local officials and organizations to plan and promote VA participation in their activities for the purpose of reaching veterans who do not normally come to the VA for health care services.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but are not limited to: Works with various veteran service organizations (VSO's) to identify sites for Outreach Program events. Communicates with the full range of external agency stakeholders; Stakeholders include individual members of the public, local community organizations, State and Congressional/legislative committees and staffs, and the news media. Develops and implements community relations plans for Outreach programs, including the review of State and local plans for impact and effectiveness. Implements a variety of complex projects related and unrelated to Outreach as assigned by management. Establishes and maintains relationships with the public, news media, key officials, agency stakeholders, and community groups, as well as veteran service organizations in order to communicate and disseminate Program information, which results in an understanding of the VA's mission and activities, particularly with respect to available health care and enrollment of veterans. Develops a baseline assessment of community needs that will be structured into a systematic approach on how to work with the various community organizations. Performs analysis of data and the use of quality improvement techniques that evaluate outcomes. Provides supervisor and management with information and reports necessary to effectively evaluate Program operations. Compiles recurring and non-recurring reports for the Medical Center, VISN, and VHA as required. Performs other duties as assigned. Work Schedule: Full Time, Monday - Friday; 8:00am - 4:30pm; depending on outreach activities/events will need to work on evenings and/or weekends as necessary. ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. SPECIALIZED EXPERIENCE: Applicants must possess one (1) full year of Specialized Experience that equipped you with the knowledge, skill, and ability to successfully perform the duties of this position, and that is typically related to the work of the position. This specialized experience must have been equivalent to the next lower grade level (GS-11) in the Federal service. Qualifying specialized experience includes knowledge management principles and processes; skills in the application of fact-finding and investigative techniques; oral and written communications; and development of presentations and reports; having skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of the programs efficiency, effectiveness, productivity, and expansion of services; and development of policies, guidelines, and procedures. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Administration and ManagementManages Human ResourcesOrganizational Performance AnalysisPlanning and EvaluatingTechnical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The incumbent will be required to travel to off-site clinics and affiliated locations as well as community programs and various area communities and VISN offices.
