You will serve as an IT SPECIALIST (OS/APPSW) in the INFORMATION TECHNOLOGY DEPARTMENT (N6) of NAVAL OCEANOGRAPHY OPERATIONS COMMAND.
This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will perform analyses to determine and validate needs for new or improved systems based on technological advances or user needs and investigate new and existing Program of Record (PoR) and METOC technologies and concepts.
You will analyze information to plan, design, develop, and deploy applications or software programs based on defined requirements.
You will collaborate with end users, product users, and IT personnel to document the portfolio of IT capabilities and resulting lifecycle/modernization plan to support the capabilities.
You will make recommendations for improving, upgrading, or enhancing business and operational processes and workflows, including incorporating the use of
emerging technologies to satisfy challenges to operations.

Qualifications
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:

In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
*Experience interpreting operational / business requirements to identify and engineer Information Technology capabilities;
*Experience utilizing skills in systems engineering to integrate IT capabilities to meet operational and business requirements;
*Experience utilizing computer hardware and/or Cloud technologies to satisfy computer requirements to meet the organization's mission; *Experience applying Agile methodologies to conduct systems and software engineering projects.
