Duties
As a Management and Program Analyst you will:
Analyze and evaluate the management practices and methods, and administrative operations of the organization; identify and analyze issues, issues, problems, and challenges, and formulate and evaluate possible courses of action for resolving them
Serve as a liaison with the Office of Human Resources (OHR), work with supervisors to assist in prepare recruitment documents, and other organization actions, review and utilize workload reports and automated systems
Review and utilize workload reports and automated systems, such as Web-based applications
Be responsible for the implementation of the agency Records and Information Management (RIM) program
Coordinate the proper disposition of records consistent with Government-wide policies and procedures
Coordinate and perform records, training, travel, purchasing, and assist with facilities management activities

Minimum Qualifications:
For GS-11:
To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-09 grade level, which must include the following experience: evaluating the effectiveness of administrative and program operations and preparing reports with recommendations; preparing, processing, and monitoring various types of recruitment and employee personnel actions; and conducting administrative and business operation activities using automated systems.
OR
Have completed a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level education leading to a such a degree or LL.B., if related.
OR
Have a combination of education and specialized experience that together meets 100% of the qualification requirement for this position.
For GS-12:
To qualify at the GS-12 grade level, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level, which must include the following experience: providing assistance, making recommendations, and identifying and resolving issues or problems in support of program operations; preparing, reviewing, administering, and monitoring recruitment and employee personnel actions and administrative and business operations activities and reporting using automated programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
