This position serves as the VISN 15 Ambulatory Care Operations Director-Group Practice Manager providing staff assistance under the supervision of the VISN Business Implementation Manager (BIM). The primary responsibility of the incumbent is to provide oversight of the Group Practice Managers and ambulatory care services in VISN 15's seven medical centers and associated Community Based Outpatient Clinics while integrating all aspects of ambulatory care into the care delivery structure.

Duties include but are not limited to:
Provides and maintains programmatic oversight for the efficient operations of VISN 15's Ambulatory Care Operations Program in order to improve clinical practice management and unify access improvement across the VISN.
The VISN GPM is the primary contact at the VISN level for facility GPMs.
Works independently with VISN leadership and personnel at the VAMCs, CBOCs and other facilities to implement national and VISN standards, addressing administrative process/system issues and other areas of concern.
Leads and manages VISN 15 Group Practice Managers project teams in order to successfully achieve VISN project goals through use of structured project management tools (e.g., Lean Six Sigma, Advance Principles and Strategies for Access Improvement, etc.) and provides guidance to VISN GPMs in an effort to identify strategies to reduce clinic backlogs.
Oversees and monitors consult management issues, and information technology usage and issues providing guidance to GPMs as needed.
Coordinates and collaborates with the Compliance and Business Integrity Office to improve or develop new criteria included in official compliance and business integrity audits.
Develops and executes audits of processes utilized by VISN 15 medical centers; these audits ensure compliance with policy and efficient clinical practice management.
The GPM briefs medical center leadership of findings and recommendations for improvement and provides a written report outlining the audit criteria and findings to both VISN leadership and medical center leadership.
Initiates, develops, plans, implements and evaluates the policies, procedures and systems to monitor utilization of health care services that are beneficial and cost-effective for both the patient and the government.
Establishes evaluation criteria and develops analytical methods based on broad management principles.
Coordinates closely with clinical and administrative activities on matters that affect costs, program effectiveness and standards of healthcare delivery. Recommends and executes plans to improve quality of care, cost reduction, access to care, healthcare delivery operations and administrative support.
Establishes priority for program implementation and approval based upon various clinic needs.
Integrates all operational components and ensures coordination with, and input from, appropriate activities.
Leads and develops initiatives to foster a team-based improvement, and patient centered culture, at the facilities and clinics aimed at providing timely access to care with a strong focus on Veteran satisfaction.
Utilizes leadership, interpersonal, negotiation and influencing skills to provide a clear vision and direction for outpatient clinic management and Veteran experience.
Responsible for the development of both long- and short-term policies and plans for VISN 15 ambulatory care operations.
Ensures ambulatory care medical administration needs of the VISN are incorporated into annual budget and operating plans.
Improves care delivery by identifying and anticipating needs, potential issues and concerns.
Provides guidance in the development of flexibilities in operations and cost-effective approaches to ensure Veteran and employee satisfaction. This may include utilization of different technologies or practices that improve clinic operations such as: using new software to manage care requests (e.g., Consult Tracking Manager); utilization of new technology to transform the modality of care offerings; or, adoption of new processes that allow the Veteran to schedule their own appointments online or through phone applications.
Work Schedule: Monday through Friday - 8:00 am CST - 4:30 pm CST
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS14 position you must have served 52 weeks at the GS13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems
Regulations and standards of various regulatory and credentialing groups
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted, and climate controlled office. May require occasional travel.
