The primary purpose of this position is to provide support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations. The position renders advice on operational policies and assures these policies are coordinated with, and in support of, field operations. The incumbent must assure that operational policies are coordinated with and in support of administrative functions in coordination with the supervisor.
Duties
Major duties include but are not limited to:
Performs duties in conjunction with VA Mission, Vision, and Values
Provides support to VISN and Facility Executive Leadership, through the Clinical Resource Hub (CRH) Director
Provides leadership and creative approaches to management of complex processes to CRH staff by collaborating with the Network and Service lines and Service Chiefs throughout VISN X, and other future participating Spoke sites, to ensure relationships between service lines, as it pertains to CRH, are maintained
Collaborates, communicating, and managing clinical program growth with all stakeholders including but not limited to: Pharmacy, Psychology/Psychiatry, Credentialing, Nursing Services, Medical Services, Social Work, and Specialty Services
Collaborates with the VISN/facility HR staff and CRH Director in recruitment activities for the CRH; this position will assist in recruiting for medical and support staff and engage appropriate service line chiefs during the interviewing and selection process
Plans, develops, implements, and evaluates strategies and processes to improve the 1) organizational performance of CRH clinical and administrative staff and 2) quality of patient care delivered by the CRH program
Collaborates with sites throughout VISN X and other future participating VISNs to develop, implement and maintain CRH services
Plans, develops, implements and evaluates strategies and processes to ensure the documented competence of all VISN X staff that provide or support care via virtual technologies
Develop, monitor, and review trend analyses regarding clinical care and performance improvement activities for the VISN Hub and Spoke sites throughout VISN
Review materials and monitor services to ensure compliance with the standards of internal and external accrediting agencies
Develop background and management options available to deal with complex VISN CRH planning and implementation issues
Analyze data, identify trends and issues of concern, and prepare reports for VISN CRH and higher-level leadership
Recommend action or adjustments necessary to achieve required objectives to ensure mission success of the VISN CRH
Ensure that proposals/initiatives submitted for VISN CRH approval are complete and all implementation requirements are accurately identified
Develops processes to expedite activation of CRH across the VISN
Establishes and maintains a direct relationship and communication with National Offices of Primary Care, Office of Mental Health and Suicide Prevention, Office of Specialty Care, Connected Care, Office of Quality, Safety and Value, VISN CRH and Spoke sites
The incumbent builds and fosters relationships with VISN, network and facility positions, such as but not limited to facility and VISN primary care clinicians, psychiatrists, psychologists, pharmacists, RN care coordinators, facility telehealth coordinators, network IT staff, Business Office, VISN and National Quality managers, facility and VISN designated learning officers, national telehealth training centers, VA EES staff, facility and VISN informatics specialists, and national VHA telehealth services staff
Identifies IT needs, expedites the process for acquiring IT equipment and services to meet CRH project objectives and timelines
Prepares, reviews, and ensures accurate budgets and prepares accurate budget analysis and recommendations to the CRH director
Collects data and performs accurate data analysis, preparing accurate reports and reporting data to CRH Director and program offices as required
Work Schedule: Monday - Friday -- 8:00 a.m. CST - 4:30 p.m. CST
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is authorized for telework - the candidate must be within 50 miles commuting distance of VISN 15 network office or one of the VISN 15 facilities and report in person as needed. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Use independent judgement in applying policy and directives to changing situations;
Performing a variety of analytical, planning, evaluative, and advisory work associated with organized programs; directly contributing to effective administrative and clinical management of a facility's healthcare delivery system; providing support to the health care system in the monitoring and reporting of issues related to medical record documentation.
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.

Physical Requirements: The work is sedentary. Some travel is required. No other special physical demands are required of this work.
