Duties
The VA Health Eligibility Center (HEC) is responsible for ensuring the integrity of VA's enrollment system. Incumbent manages a wide variety of complex activities relating to the management of the HEC ESO. The ESO business line has primary responsibility for broad oversight of Enrollment and Eligibility initiatives involving directing, administrating, coordinating and planning national training programs with VA medical facilities nationwide. The incumbent serves as a full assistant to the Associate Director of ESO. In the Associate Director's absence, incumbent is delegated responsibility to act on behalf of the Associate Director for ESO. As the ESO activities impact directly on the medical care of Veterans at all VA facilities nationwide, the DAD is responsible for participating in many VA national committees and representing HEC and Member Services nationwide at meetings, conferences, and VA sponsored conventions when the Associate Director is not available.
Major duties and responsibilities include but not limited to:
Overseeing the successful implementation of national programs relating to VA benefit eligibility verification, benefits determinations, and enrollment processing functions at the network and facility
Provides oversight of VA benefit program initiatives involving directing, administrating, coordinating, and planning national training programs with VA facilities nationwide.
Acts on behalf of business line leadership including participating in many VA national committees and representing program office nationwide at meetings, conferences, and VA sponsored conventions.
Working with multiple business line includes working directly with program office and facility leadership on items related to Enrollment and Eligibility to ensure enrollment determinations for health care are preformed timely and accurately.
Developing and recommending policies and procedures relating to business line programs, activities, or functions for which the business line has responsibility. Ensures communication to field staff on all aspects of VA benefit eligibility processes and procedures.
Works jointly with business line leadership, teammates, and training coordinators, assessing, developing and conducting workshops, conferences, coaching and training events.
Assesses and prepares a variety of reports on network and VA facilities enrollment performance.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Planning and assigning work, setting priorities, advising employees on program goals and objectives, and making decisions on work problems presented by subordinate staff.
Actively participates in teleconference and face-to face meetings with a variety of individuals.
Setting performance standards and appraises work of employees
Recommending available manpower resources to meet changing workload and operational requirements.
Overseeing the conducting of analytical quality reviews and evaluative work related to program operations, management systems and organizational efficiency.
