THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Theater Aviation Sustainment Maintenance Group (TASMG), Groton, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the CTARNG. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the CTARNG. Area 3: Individuals eligible for membership in the CTARNG. Membership must be satisfied within four (4) months of selection.

Duties

A 20% Recruitment Incentive may be paid to a selected applicant who is newly appointed to the federal government in this position (or if appointment to this position follows a temporary appointment, or a break in federal service of at least 90 days); acceptance of this incentive confers a two-year service agreement in this position. This position is located within TASMG Projects and may be extended or terminated at the discretion of the TASMG Commander. JOB SUMMARY: The primary purpose of this position is to perform Sheet Metal Mechanic on aircraft, aircraft systems, sub-systems, ground support equipment, special tools, and other aviation special equipment. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. Applicants who are not currently a member of the Connecticut Army National Guard must be eligible for immediate membership and employment in the Connecticut Army National Guard. The major duties include, but are not limited to: Independently inspects aircraft and determines the nature and extent of repairs to be made. Works directly on the aircraft and its components, fulfilling such tasks as removal, repair, modification and installation of parts and assemblies, such as frames, stringers, longerons, bulkheads, beams, ribs, spars, skin, cowling, brackets, faring, access doors, panels, and other related items. Repairs cracks in aircraft skin. Identifies metal corrosion. May operate the wash rack. WORKING CONDITIONS: Works inside and outside in extreme temperature and humidity and various weather conditions such as, wet, slippery, and icy roads, aircraft surfaces and work surfaces. Subject to dangerous toxic fume exposures, high air and fluid pressures, and fast actuating metal aircraft surfaces such as, leading gears, speed brakes, missile doors and flaps, engine noise, heat blast, intake suction, rotating propellers, explosive munitions, electrical voltage, cartridge actuating device, liquid oxygen, fire or explosion of aircraft fuels, lubricants, paints, solvents, and other hazardous materials. PHYSICAL EFFORT: Grade 10 mechanics use greater physical effort than grade 8 workers, because they engage in periods of continuous exertion while bending and shaping complex items and constructing larger, bulkier systems. Required to climb, stand, stoop, bend, stretch, and work in tiring and uncomfortable positions. Frequently lifts parts and equipment weighing up to 20 pounds. Occasionally lifts and carries items weighing 50 pounds and over.

Qualifications

GENERAL EXPERIENCE: Experience or training that has provided the candidate with the ability to plan, manufacture, and install cylindrical, square, or rectangular-shaped objects that have easily constructed fastenings such as single and double-hem edges and single, double or grooved seams. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 6, 12 or 18 months of specialized experience in the following: WG-05 REQUIRES 6 MONTHS: Experience or training which demonstrates the ability to use common hand tools, power tools, measuring instruments and make repetitive repairs. Experience which demonstrates a basic knowledge of the type of work performed by the occupational series. Experience providing assistance to the journeyman by performing the simpler and routine duties of the trade. WG-08 REQUIRES 12 MONTHS: Experience or training planning, manufacturing, and installing cylindrical, square, or rectangular-shaped objects that have easily constructed fastening. Experience cutting and forming by using basic hand and powered tools such as hammers, chisels, hand snips, band and circle saws, squaring shears, seamers, bar folders, breaks, and stakes. Experience assembling parts by seaming, bolting, screwing, riveting, tacking, spot-welding, or soldering. Experience demonstrating a basic understanding of using measuring instruments. WG-10 REQUIRES 18 MONTHS: Experience or training planning, layout, and construction skills to manufacture items and systems with dovetailed seams, set-in-bottom seams, burred-bottom seams, or wired or lock seams. Experience using more complicated shop tools and equipment. Experience using metals including stainless steel, copper sheet, magnesium, honeycomb material and alloys. Experience demonstrating the use of more complicated mathematical calculations and complicated measuring instruments. KNOWLEDGE, SKILLS AND ABILITIES: Ability to plan, construct, assemble, disassemble, repair, fabricate, and install irregular items and systems having combined shapes to exacting tolerances using the least number of seams and amount of metal. Ability to work independently from written or oral instructions, blueprints, sketches, or personal inspection of items or systems to be manufactured or repaired. Ability to independently develop plans and make decisions. Skill in making layouts, patterns and templates using recognized trade methods and practices. Knowledge of and skill in the selection and use of special sheet metal tools and equipment without instructions, and to develop modifications to prototype or test equipment. Skill in pattern development, assembly, and systems, not just components. Skill and knowledge of fabrication, aircraft design and structure as well as testing procedures and prevention of metal corrosion. Skill in the use of various complicated tools and equipment. Knowledge of metal strength characteristics (annealing, tempering, and normalizing) to select the correct and proper repair materials. Skill is also required in using paint spray equipment, brushes and special applicators when applying primer and surface coatings. Ability to perform necessary testing to identify the type of corrosion present by examination with magnifying equipment and/or chemical and mechanical methods. Skill in setting up and operating power shears, brakes, rolls, dimpling machines, drill presses, saws, portable powered tools, specific detection and measuring equipment, and other metal working equipment, including use of other tools of the trade. Skill in using portable powered (electric and pneumatic) sanders, buffers, brushes, bead blasters, vacuum cleaners, scrapers, grinders, acids, caustics, solvents, alcohols, and other agents used in corrosion control processes. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Application): Enlisted: E-1 through E-7 UNIT OF ASSIGNMENT: Any aviation unit within the state SPECIAL REQUIREMENTS: This position is covered by the medical monitoring program. Individual selected must undergo a preemployment physical examination prior to appointment. This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. STATEMENT OF DIFFERENCE: Individual selected at a lower level will be issued a Statement of Difference. Predicated upon qualifications, individual could be hired at the WG-10 grade. An individual selected for this position at the lower grade will progressively be advanced to WG-10 upon achievement of required qualifications without further competition. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.
