This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration, Eastern Region, Veterans Integrated Service Network (VISN 4), Corporal Michael J. Crescenz VA Medical Center Philadelphia, PA. The Chief Health Administration Service provides Service level managerial oversight, monitoring and expert technical health administration guidance to the Medical Center Director and executive staff, as well as consultative support to service lines.

Duties

Chief, Health Administration Service (HAS) has full delegated responsibility for the planning, direction, control, coordination, operation and evaluation of all station medical administration management functions providing scheduling and related services (appointments, transportation, referrals, etc) Duties: Address and makes final administrative planning needs of the Health Administrative Service. Participates in the formative stages of overall managerial planning to assure that an awareness of medical administrative issues and implementation are considered and influence management decisions. Responsible for the operations and management of the following sections: Business Office (Service operations and data management); Health Information Management (including scanning, Release of Information, Coding); Outpatient Services (Call Center operations, appointment and consultation management, electronic wait list, etc); Patient Administrative Services (Registration/Eligibility/Admissions, AOD, Beneficiary Travel, Details/Patient Funds, CBOC HAS staff, Telephone Operators); Ward Administration (clerical support to inpatient units and CLC) Oversees all budgets associate with these programs, and Compensation and Pension. Meets with patients, members of the community, representatives of community hospitals, State and Federal officials and members of Congress to resolve problems and complaints. Responsible for short and long term planning, managing operations, and evaluating medical administration functions and processes for continuous improvement that meet VA local, regional and national goals and objectives. Possesses and applies advanced knowledge, skills and abilities in management, health care administration, organizational principles. Possess a significant knowledge of budget, finance, acquisition and resource management, as he/she is fully responsible for each element within his/her office. Works successfully with groups and individuals at all levels, including VA Central Office, VISN, and facility level. Develop programs and techniques in often highly unusual instances. Establishes and implements both long and short term plans, policies, and procedures, assuring those financial and administrative programs are integrated in order to provide high quality patient care with optimum utilization of resources. Responsible for all operations of HAS, working closely with senior management officials. Determines the appropriate number and categories of personnel necessary to provide effective services' and in selection and assignment of qualified staff; developing resource plans considering volume forecasts, resource needs and market analysis and the monitoring of resource utilization. This includes long range program planning and model development to ensure effective delivery of services; contributing to Medical Center policy development, planning and decision making, and evaluation that affects the delivery of health care services to patients. Formulates and issues Medical center Memoranda (MCM) through the Executive Leadership Team (ELT) relating to the broad area of patient administration which provides a basis for sound administrative practices, defines responsibilities for carrying out specific functions. Plans and Directs work through the area supervisors in the operation aspect of the services to include directing formal and in-formal training programs for clerical and clinical staff on administrative matter. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience GS-14: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Monitors and manages incoming actions and requests from initial receipt to completion and closeout. Functions as the primary liaison to multiple staff offices and serves as the conduit for information flow and management of assignments between such offices. Analyzes the subject matter of incoming information for appropriate distribution to offices internal or external to the office. Conducts or participates in special information flow studies, analyses, presentations and briefings, as assigned. Contacts and engages frequently with staff at all levels to facilitate the work of the office related to a variety of operations-focused assignments and projects initiated by senior leadership or program offices, or departmental offices. Develop administrative regulations or guidelines for the conduct of program operations or new criteria for measuring program accomplishments. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Primarily consists of sitting, standing or walking, lifting basic office supplies and equipment, interacts with the public and veteran population, within and outside the medical Center. Also requires occasional infrequent stooping, bending or kneeling.
