The position is located within the US Department of Agriculture (USDA), Rural Development (RD), Business Center-Operations Office, Deputy Chief Operating Office, Human Resources Office (HRO), Human Capital Management Division. .

Duties

Provides administrative support to HR Specialists in the interpretation, development, implementation, and administration of a variety of staff assignments in various human resources program areas. Provides procedural guidance to managers and employees on program guidelines and rules. Assists with special projects, design and development and assessment of charts, reports, and graphs for needed validation and continued enhancement of any and all programs. Uses automation software applications for word processing, graphics, and database management to support office activities.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS-07 level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-06 grade level; or its non-Federal equivalent that demonstrates: Experience providing administrative and/or technical support to staff in a variety of civilian Human Resources areas such as; researching HR policies, procedures, and operations to perform a variety of HR support tasks; reviewing documents for completeness and obtaining additional information as required; processing all types of personnel actions using the Guide to Personnel Processing; assisting with the on-boarding process; assisting with compensation and leave administration, special employment programs, position classification and position management, employee benefits and retirement; utilizing databases or spreadsheets to create, enter, and retrieve data for reports; establishing and maintaining a variety of personnel files; responding to routine questions, inquiries, and providing advice within all HR functional areas. There is no substitution of education for experience at the GS-07 grade level. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-0203 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
