This position is located in the Countering Weapons of Mass Destruction Office (CWMD), Policy Strategy and Analysis Directorate. CWMDs leads DHS efforts and coordinates with domestic and international partners to safeguard the United States against Chemical, Biological, Radiological, and Nuclear (CBRN) threats.
Non-BU: This is a non-bargaining unit position.
Duties
As a Management and Program Analyst, GS-0343-12, you will report to the Analysis Division Director and provide planning, analysis, and management support on CWMD capabilities management, analytical and gap analysis issues, projects, and programs, particularly those related to preventing WMD and CBRN terrorism, and related emerging threats. Your typical work assignments may include the following:
Assess program effectiveness or the improvement of program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of the major programs.
Provide advice and guidance in areas that require interpretation for many different and unrelated program processes and methods.
Research, analyze, and provide technical advice and assistance on complex program issues, such as issues or problems with mission-oriented programs.

Qualifications
Specialized Experience
You qualify for the GS-12 grade level if you possess one (1) year of specialized experience equivalent to the GS-11 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as:
Experience assessing a program's effectiveness or the improvement of program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of the major programs.
Experience conducting evaluations of ongoing functions to ensure that the organization meets its stated goals and identifies areas where operational efficiency can be enhanced.
Experience researching, analyzing, and providing technical advice and assistance on complex program issues, such as issues or problems with mission-oriented programs.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
