This position is part of the U.S. International Development Finance Corporation (DFC), Office of Small Business and Financial Services. As a Project Finance Specialist you will serve as an investment officer managing the most complex, sensitive, or precedent-setting finance projects providing funding primarily through direct loans and loan guarantees to a wide range of financial intermediaries that lend to micro, small and medium businesses across an array of sectors,
Duties
Conducts in-depth analyses of new loan proposals to determine their financial, technical, economic, legal, marketing, and political feasibility.
Negotiates with key interested parties on DFC loan terms, including collateral security and policy requirements.
Coordinates project financial plans and co-creditor arrangements with other creditors, such as development finance institutions, private impact investors, and commercial or investment banking institutions.
Consults with recognized industry experts on the technical aspects of proposed projects.
Obtains information through field visits, correspondence with officials of the host country, private firm representatives, U.S. AID and Embassy personnel and other sources needed to analyze applications for DFC financing assistance.
Prepares recommendations and required papers and correspondence. Presents loan proposals to the various approval committees. Reviews and comments on contracts, obtains appropriate agency clearances and obtains investor's signature and fee.
Works with others internally and externally to develop new business opportunities.

Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-14 level, if you fulfill the following qualification requirements:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service that includes:
(1) sourcing and performing in-depth risk analyses, credit assessment and due diligence of financial institutions and/or impact investment vehicles in developing countries or emerging markets;
2) negotiating, structuring, and drafting terms and agreements with investment counterparties; AND
3) customizing or developing financial models for the analysis of credit risks including projected financial conditions of borrower and/or investee.
Note: Include in your resume the developing countries or international emerging markets that you gained your experience.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
