You will serve as an Administrative/Technical Specialist in the Infrastructure Division of NAVSURFWARCENACT DAM NECK VA. You will perform duties as the Environmental and Safety Manager to include working with the Facilities Manager in execution of the overall management of the environmental and safety programs.
Duties
You will provide consultation and recommendations for strategies and practices that mitigate or limit environmental and safety concerns and risks.
You will interpret specific Federal, DoD and Navy Instructions as they pertain to environmental and safety policy and apply them to operations as well as to ensure compliance with official rules and regulations.
You will develop or present instructions, plans, standard procedures, training, briefs, risk management recommendations, and reports as necessary to support mission operations.
You will perform, monitor or conduct required assessments, inspections, investigations, reviews, procedure validation and record keeping in support of the environmental and safety program.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a bargaining unit position.
- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to obtain and maintain a current CPR Instructor Certification.
Qualifications
FOR NT-04 (GS-11/12 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-09/10 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience analyzing operating processes or procedures, working conditions, mishaps or hazardous conditions in order to analyze and review the implementation of an environmental occupational health safety program for a ship maintenance or industrial organization.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- successfully completed a Ph.D. or equivalent doctoral degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR
- successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR
- successfully completed an LL.M. degree that is related to the position being filled.
