Duties

You will serve as the Environmental and Safety Manager for Naval Surface Warfare Center Dahlgren Division, Dam Neck Activity (NSWCDD DNA) and will report directly to Infrastructure Division Head. You will work with the Facilities Manager in execution of the overall management of NSWCDD DNA's environmental and safety programs. You will provide consultation and recommendations for strategies and practices that mitigate or limit environmental and safety concerns and risks. You will provide environmental programmatic responsibilities including National Environmental Protection Act (NEPA), Hazardous Waste, Resource Conservation and Recovery Act (RCRA), Clean Air/Water Act, and Endangered Species compliance. You will provide safety programmatic responsibilities including occupational safety and health, RF/radiation, hazardous material, fall protection and hearing conservation. You will interpret specific Federal, DoD and Navy Instructions as they pertain to environmental and safety policy and apply them to operations. You will apply knowledge of the principles, standards, and techniques of safety and occupational health management. You will apply knowledge of pertinent elements of physical science, ergonomics, industrial hygiene, and other scientific and technological fields, that contribute to the achievement of comprehensive safety and occupational health objectives. You will develop and/or present instructions, plans, standard procedures, training, briefs, risk management recommendations, and reports as necessary to support mission operations. You will perform, monitor, and/or conduct required assessments, inspections, investigations, reviews, procedure validation and record keeping in support of the environmental and safety program. You will participate in Boards, Committees, Teams, Groups, and Communities of Practice. You will interact with internal customers and external stakeholders/regulators/contractors. You will assist the Facilities team with day to day operations to include material ordering and tracking, requesting and tracking project status, and updating dashboards and metrics.

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-09/10 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing operating processes or procedures, working conditions, mishaps or hazardous conditions in order to analyze and review the implementation of an environmental occupational health safety program for a ship maintenance or industrial organization. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
