Duties

You will perform all pre-award functions leading to the ultimate award of a contract. You will perform post-award administration of contracts to include the issuance of delivery orders and contract modifications. You will analyze incoming requisitions, requirements, and specifications/statements of work to determine correct contract type and procurement strategy. You will issue the synopsis to the Government point of entry or proceeds to prepare a Justification and Approval to procure supplies or services under an exception to the Competition in Contracting Act (CICA).

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment

Qualifications

GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional contract specialist evaluating pre- or post-award documents for supply or service contracts to determine procurement strategy for an organization. GS-07: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting in the analysis of pre- or post-award documents for supply or service contracts to assist in the determination of procurement strategy for an organization. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

GS-09:
Successful completion of 2 years of progressively higher-level graduate education leading to a master's degree
OR
Successful completion of a master's equivalent graduate degree

GS-07:
Successful completion of 1 year of graduate-level education
OR
Superior academic achievement
