You will serve as the UEM Marine Corps Programs Engineer in the Public Works Business Line of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters.

Duties

You will will serve as the NAVFAC HQ UEM point of contact on matters related to utility system modeling, MAXIMO, GIS and Linear Segmentation. You work with NAVFAC Component Commands and Specialty Centers, CNIC, CMC, DASN (I and E) and the Office of the Secretary of Defense. You will monitor the progress over the utilities and energy programs. You will establish and implement program policies related to utilities and energy operations. You will work closely with other UEM engineers and program managers to integrate model results into SRM/MMRP program budget projections. You work closely with UEM energy security program managers to assure model results and condition assessments compliment and support the energy security planning and program efforts.

• This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.

Qualifications

Selective Placement Factor (SPF): This position has an SPF which is current registration as a Professional Engineer (PE) in any state, District of Columbia, Guam or Puerto Rico. Note - if you meet this requirement, you MUST provide a copy of your current registration with your application. A copy of a wall certificate without an expiration date will not serve to verify this requirement. In addition to the SPF and basic requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) working as a part of a Utilities and Energy Management Product Line/organization to oversee or provide support for overall planning, direction and timely delivery of utility and energy services; 2) providing authoritative advice to management on utility impacts to organizational environmental or mission concerns; 3) performing statistical analysis to determine trends and predict future requirements or process changes related to utilities and energy product service delivery; 4) identifying ways to improve utility and energy processes, create cost cutting opportunities and sustain/improve aging utilities infrastructure; and 5) preparing and presenting briefs, point papers, reports to management related to energy and utilities programs/services. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements above. The courses must be fully acceptable toward meeting the requirements of an engineering program as described above.

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
