The primary purpose of this position is to serve as a security specialist, providing information, industrial, and personnel security program functions in support of the Air Force Civil Engineer Center which includes a large population which the installation does not provide support.
Duties
1. Implements and administers the Information Security Program for the installation.
2. Administers the Industrial Security Program.
3. Implements and administers the Personnel Security Program for the installation.
4. Assists base unit and staff agency security managers in implementing security education and motivation programs.

- DoD Security Fundamentals Professional Certification, and Security Asset Protection Professional Certification conferrals are required within 2 years of employee EOD to this position IAW DOD 3305.13-M, DoD Security Accreditation and Certification.
- Certification requirements may not be deleted/modified without written approval from AF Security Functional Authority or their delegated security career field representative. Requirement applies to employees hired in position on or after 14 MAR 2016.
- Incumbents with an EOD on or before 13 March 2016 are not required to obtain the certifications listed above; but, are encouraged to do so as it could have a negative impact on future advancement opportunities within the DoD security workforce.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience includes that Ihave or will have within 120 days of this announcement closing at least one year of specialized experience equivalent to the GS-09 grade level or higher in the Federal service. Specialized experience includes: interpreting, formulating, and implementing regulatory guidance for classification management and safeguarding requirements; analyzing and evaluating the classification downgrading, declassification, and destruction programs; implementing policies and developing local procedures for the classification and protection of classified national defense and other sensitive information originated or controlled by installation activities; conducting initial facility security clearance surveys of contractor facilities to determine their ability to work with and store classified and sensitive information.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation by having completed less than the full amount of specialized experience described in the job opportunity announcement and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of information, industrial, and personnel security concepts, principles, and practices to plan and implement security programs in these areas.
2. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.
3. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the installation.
4. Ability to communicate orally and in writing, clearly, concisely, and accurately.
5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
