The primary purpose of this position is to serve as Branch Chief providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Air Force Installations & Mission Support Center Integrated Base Defense/Protection Enterprise Manager, aligned to the Installation & Mission Support capabilities and services at a major command.

Duties

1. Plans, organizes, and oversees the activities of the Installation Support Protection Security Forces Branch, ensuring that security support complies with legal and regulatory requirements and meets customer needs. 2. Exercises supervisory personnel management responsibilities. 3. Represents Air Force Installations & Mission Support Center (AFIMSC), Installation Support Directorate (IS), Protection Services Division (ISP) with a variety of installation and functional area organizations. 4.Performs technical advisory role on all portfolio matters to the O-6 Division Chief in I&MS and liaison efforts with MAJCOMs, AFISMC, HAF A4S, SAF/FM, DoD, etc., as well as HQ USAF program monitors and joint base leadership to assure accurate and equitable resources to the command.

  • Department of Defense Security Physical Security Certification conferral is required within 2 years of the established employee EOD or initial assignment date to this position

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicant has or will have within 120 days of closing this announcement at least one year of specialized experience equivalent to the GS-13 grade level or equivalent in the Federal service. This specialized experience includes researching, interpreting, analyzing and applying security forces proper guidelines, policies, and regulations; providing advice, guidance, and direction on a wide range of security forces and administrative issues; directing/leading broad studies that lead to recommendations for improvement; representing the division at higher levels within the organization by attending meetings and conferences and delivering presentations when needed. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and experience of Presidential Decision Directives, Executive Orders, United States Codes, DoD, HQ USAF, and MAJCOM policies relating to Emergency Services as well as knowledge of the concepts, theories, policies, and procedures of Security Forces. 2. Mastery of Security Forces principles, applicable public laws, Department of Defense (DoD) and Air Force concepts, theories, policies, directives, and procedures. 3. Mastery of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds, business accounting and financial management principles and procedures. 4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of a small to medium sized organization. 5. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry. 7. Knowledge of safety and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
