This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Division of Clinical Laboratory Improvement and Quality, Quality and Safety Oversight Group. As a IT Program Manager (Data Management) (Data Scientist), GS-2210-13, you will provide technical expertise to accomplish analysis of options and development of the design for advanced data systems, software, and complex programming specifications.

Duties

Serves as a senior IT Program Manager (Data Management) (Data Scientist) and advisor to leadership. Consults with customers and applies analytical processes to the planning, design, and implementation of information systems to meet business requirements. Provides technical advice in the development and analysis of initiatives and applications. Serves as a resource to Federal and contractor staff on formulating, planning, implementing, managing, tracking, and evaluating large scale and complex data.

BASIC REQUIREMENT You must have IT-related experience, at the GS-13 grade level in the federal government, demonstrating each of the four competencies listed:(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Minimum Requirements In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Recommending improvements to upstream processes to improve data quality and (2) Coding SAS, SQL, or other high-level query language. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
