About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US ARMY CYBER COMMAND ACOFS G3, FORT MEADE, MD.

Duties

Serve as a senior multidisciplinary Security Manager in the USCYBERCOM Security Division (J0S) who regularly collaborates with key DoD and interagency stakeholders to coordinate the operational planning and implementation of security requirements. Interpret established federal law statutes and Executive Orders, as well as governing USCYBERCOM, DOD, NSA, and DIA security policies, to assess the supported organization’s security program requirements. Attend meetings and actively engage in discussions to provide colleagues and representatives of internal/ external partners with information and insights as to potential security issues and risks associated with proposed strategies, plans, and COAs. Manage all aspects of the supported organization’s security operations, assuring that each decision includes identification and consideration of the potentially broader impacts each action may have on related security functions. Provide oversight and control of classified materials throughout their life cycle, including creation, handling, storage, and disposition of such materials. Collaborate with J0S, DIA, and NSA Security Groups to provide for proper personnel security administration for SCI-cleared personnel, including maintaining visitor controls and physical security provisions and safeguards. Plan, develop, and implement physical security plans, policies, and procedures to ensure control of material and equipment. Operate in a Supervisory role, overseeing the work of others.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program.
  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment (See additional information section.)

Specialized experience would be demonstrated by conducting cyber security and risk assessments, complying with federal rules, regulations, and guidelines as it relates to Informational, Physical and Personnel Security; conducting and overseeing physical security inspections and requirements; providing personnel and physical security policy guidance and program oversight; resolving difficult and complex security issues which involve SCI (Sensitive Compartmented Information) materials, SCI facilities, and/or SCI structure.
