Duties
Please note, during the COVID-19 Pandemic, the Agency is operating in a maximum telework posture for all telework ready employees occupying a telework eligible position.
Serves as a Lead Human Resources Specialist responsible for leading, standardizing and coordinating all audit readiness concepts and related products internally and across all affected J1 offices.
Leads a team of HR Specialists responsible for the audit readiness function.
Provides technical advice to management in resolving the most difficult and controversial HR problems related to audit readiness reviews, projects, and initiatives.
Analyzes audit and program review reports and audit findings and recommendations to identify deficiencies, adverse trends, or additional areas for review.
Leads and/or participates in cross-office and multifunctional project teams tasked with researching and resolving complex and interrelated HR vulnerabilities, often requiring extensive probing and analysis to identify the scope of the issue.
Analyzes guidelines/directives from the Office of Personnel Management, Under Secretary of Defense (Comptroller), US Government Accounting Office, Department of Defense, and DLA to determine effect on internal/external programs and mandates.
Prepares letters, memorandums, PowerPoint presentations, briefs, directives, audit/review responses, and standard operating procedures in proper and final format for signature.
Develops and delivers briefings and conducts training to convey information, gain consensus, foster understanding and advise on changes and updates to audit readiness requirements/programs.
Presents arguments and advisory opinions and coordinates activities related to HR audit readiness between diverse activities, offices, teams, and individuals.

Qualifications
To qualify for a Lead Human Resources Specialist your resume and supporting documentation must support one year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Interpreting Human Resources laws, regulations, policies, and procedures to complete daily assignments.
- Identifying Human Resources problems and recommending solutions.
- Developing new work methods and corrective strategies to ensure procedures follow audit readiness guidelines.
- Analyzing new and changing audit readiness regulations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
