About the Position: As a Budget Analyst you will perform a wide range of financial, analytical, and management functions within the Office of the Assistant Secretary of the Army (Financial Management and Comptroller) [OASA(FM&C)]. You will be responsible for programming, execution of a wide range of programs and organizations funded with Operation and Maintenance, Army (OMA) resources.
Duties
Review and analyze authorization and appropriation legislation for impact to the OMA appropriation.
Perform a wide range of financial, analytical, and management functions related to the day-to-day management of the OMA appropriation and supported organizations.
Support independent analysis of program, budget, and financial data as they relate to OMA; make recommendations to ASA (FM and C) and Army Leaders on current year OMA issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Level 2 Financial Management certified position.
- Must be able to obtain and maintain a Secret security clearance.

GS-11 Specialized Experience: Performing data analytics encompassing diverse types of data analysis to make conclusions about particular information: Analyzing large amounts of data promptly and easily; Identifying risk exposure, issues, and challenges and develop corrective actions for implementation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09 or above)

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 Specialized Experience: One year of specialized experience which includes monitoring the execution of an organization's budget with different appropriations; analyzing budget recommendations to support command operations; adjusting short and long-range budget requirements to ensure the availability of funds; Analyzing budgetary problems in all phases of budget/financial administration. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above)
GS-13 Specialized Experience: One year of specialized experience which includes monitoring the execution of an organization's budget with different appropriations; developing budget recommendations to support command operations; adjusting short and long-range budget requirements to ensure the availability of funds; applying new methods of analysis and practices to resolve deficiencies in the financial systems; Analyzing budgetary problems in all phases of budget/financial administration. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).
