The primary purpose of this position is to serve as the Chief of the ISR Plans and Programs Branch, assigned to the ISR Strategy and Plans Division in the HQ AFRC A2 Directorate. This HQ AFRC branch is responsible for ensuring command policies and guidance are in place for effective PPBE and POM integration of AFRC ISR Enterprise capabilities. *Salary ranges includes local market supplements*

Duties

DUTY 1: Plans, organizes, and manages all elements of the HQ AFRC ISR Plans and Programs Branch, to include day to-day operations, training, administrative and personnel activities. DUTY 2: Provides expertise on the AFRC ISR Enterprise for executing Intelligence, Surveillance, and Reconnaissance (ISR) operations, creating new ISR infrastructure, programming and prioritizing ISR initiatives and operations. DUTY 3: Serves as AFRC ISR expert on ISR integration within AFRC to ensure AFRC ISR Enterprise strategy and planning efforts are integrated at the national, joint, and Air Force levels and that these organizations' capabilities are properly leveraged in the HQ AFRC strategy and planning.

  • This is a Defense Civilian Intelligence Personnel System (DCIPS) position classified under authorities of 10 U.S.C. 1590, Chapter 81, and DoD Manual 1400.34-M.
  • This is an AFRC management position in which the incumbent is required to formulate, determine or influence policies of the assigned units.
  • The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY).
  • As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice.
  • Must be able to obtain and maintain a Top-Secret clearance.
  • Performs other related duties as assigned.
  • This position has been identified as a drug testing designated position. The incumbent of this position may be selected for random drug testing and be subject to reasonable suspicion testing and safety mishap or accident tests.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the principles, concepts, and methodology of the intelligence career field; practical knowledge of analytical principles, concepts, and practices relevant to the intelligence career field; broad knowledge of military structure, political structure, and national security structure regarding assigned area when analyzing ISR policy, operations, and integration data; knowledge of: intelligence, surveillance, reconnaissance (ISR) computer systems, architecture, and software as they apply to AFRC intelligence processes; project management techniques; etc. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Must be fully qualified and experienced senior intelligence officer, having operational experience in at least two of the following intelligence disciplines-HUMINT, GEOINT/MASINT, SIGINT, All-Source Analysis/Fusion Analysis, DCGS, targeting, collection management, analytical production management, and dissemination. 2. Must possess knowledge of ISR procedures, methodology, techniques, and strategies related to the above stated intelligence disciplines. Demonstrated knowledge and understanding of national, DoD, and U.S. Air Force statutory and regulatory policies, directives, and procedures relating to ISR activities. 3. Must be highly knowledgeable in the capabilities, limitations, and techniques for employment of ISR platforms. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command. 4. Develops and articulates strategy and actions to successfully implement the vision of the work unit that is consistent with organization's goals. 5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports that are suitable for top management use and presented information effectively both orally and in writing for effective decision- making (to include civilian and military). 6. Proven ability to build and sustain professional networks to exchange information with mission critical offices, inside AFRC, other MAJCOMs, and Air Force in overall planning and execution of ISR operations and evaluations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
