Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.
Duties
DUTY 1: Plans, directs, organizes and manages all elements of the HQ AFRC Directorate of ISR, to include Operations and Training (O&T) programs, Command and Control, Current Operations, Training, and Standardization and Evaluation.
DUTY 2: Develops and evaluates policies and procedures for the management of ISR to ensure all units meet program goals and readiness criteria established by HQ USAF, HQ AFRC and/or the partner commands.
DUTY 3: Through subordinate staff, analyzes ISR programs, requirements and operations while estimating capabilities of subordinate organizations and units to accomplish assigned missions.
DUTY 4: Serves as senior advisor to the Commander Nice Commander, AFRC, and senior staff, providing advice, counsel, and guidance to them on all issues concerning the ISR operations and program and on solutions to controversial and highly sensitive situations.
DUTY 5: Represents HQ AFRC at conferences/meetings with HQ USAF, other military agencies, and partner MAJCOMs regarding ISR issues.
DUTY 6: Directs and maintains specialized knowledge of MAJCOM intelligence, surveillance and reconnaissance operations, activities and programs.

- The incumbent must be eligible for Top Secret/Sensitive Compartmented Information (SCI) Access.

- This position is designated as a mobility position. The incumbent must be willing to move/transfer to another unit /location on a lateral or promotion basis as directed by HQ AFRC.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the Air Force (AF0 Reserve unit where assigned. ARTs receive on average one weekend of military training per month. They are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency. 090G0 - Colonel
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of planning, organizing, and directing work, and in negotiating effectively with the AFRC staff and counterparts at gaining MAJCOMs, Air Force, and military agencies.
2. Knowledge of analytical and evaluative methods and procedures, and skill in evaluating program operations to provide leadership in ISR operations and programs.
3. Skill in developing, designing and conducting solutions to especially broad, important, military ISR operational and program areas.
4. Ability to plan, organize, and lead others in projects where proposals involve substantial resources and require extensive changes in established concepts and procedures.
5. Ability to communicate effectively both orally and in writing; to prepare reports, interface with high levels of management, negotiate complex issues; and maintains good working relationships.
6. Extensive knowledge of ISR procedures, methodology, techniques and strategies including but not limited to: electronic, imagery and signals; intelligence, surveillance, reconnaissance (ISR) computer systems, architecture, and software as they apply to AFRC ISR processes; ISR planning; command, control and communications protection
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
