Incumbent serves as the primary administrative member of their respective service. The incumbent's duties will entail oversight of administrative aspects of service programs to include: data gathering, analysis, tracking, trending and reporting, budget preparation and other fiscal duties including fund control point and other expenditure tracking, interactions with veterans, their families and representatives, writing reports and controlled correspondence and other duties as assigned.
Duties
This position serves as the Administrative Officer for the Surgical Service with administrative responsibility, accountability and oversight for the administrative programs and activities. Major duties and responsibilities include:
Conducts studies of organizational efficiency and productivity.
Recommending changes or improvements in organization, staffing, work methods and procedures.
performs management surveys to determine programmatic compliance with agency regulations, procedures, sound management practices, and effective utilization of staff.
ensures VISN and facility-wide strategic initiatives, performance measures and monitors are met.
develop analysis or audit formats related to clinic access, scheduling compliance and workload capture.
identifies and recommends training opportunities as they relate to patient appointment management, workload capture, consult management, clinic coordination and flow.
Provides position management advice and recommendations to managers.
Implements administrative policies and procedures for service-wide areas of responsibility.
Analyzes management plans to determine the impact on administrative processes.
Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses.
Work Schedule: Monday - Friday, 8:00 a.m. to 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performs work involving the collection, compilation, and tracking of data and statistical information in support of the organization's program operations. Track suspense's on items such as project milestones, progress reports, action plans, performance improvement initiatives and other data-specific requirement. Performs audits of workload including, but not limited to, encounter activity, consult activity, clinic utilization, missed opportunities and other monitors/measures. Reviews, analyses and interprets incoming requests both internal and external, recommends appropriate action or suggests appropriate alternatives and coordinates controlled communication as the service liaison. Perform duties as a timekeeper, monitors leave requests and maintains appropriate documentation.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph. D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. if related? (One year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study. Physical Requirements: The duties and responsibilities of this position require some mobility between the Office and various other clinics offices located at any of our health care system sites. Generally, the work is sedentary but may require some slight physical effort.
