The position is at the Department of Veteran Affairs (VA), Veteran Health Administration (VHA), Central Alabama Veterans Health Care System (CA VHCS) in the Radiology service line. The individual serves as the principal advisor on all administrative matters associated with programs and operations within Radiology and on matters related to Radiology within the CAVHCS, including associated Community Based Outpatient Clinics (CBOC) and Multi-Specialty Outpatient Clinics (MSOC).
Duties
Major duties include:
The incumbent oversees, directs, and is responsible for all aspects of the administrative functions and processes of Radiology services.
Tracking and following up on action plans.
Keeping up to date on requirements and standards.
Providing input for managers decisions.
Developing recommendations and protocols.
Represent the chief when coordinating and/or directing the completion of administrative matters with clinical and administrative services.
Delegates appropriate responsibility to support staff to ensure specific objectives are accomplished.
Acts as liaison between the chief and program managers to direct, advise, and assist on the processes and procedures of personnel management for the office including matters involving recruitment, promotions, position classification, training, disciplinary actions, EEO, etc.
Monitors personnel actions and assures that documentation relating to personnel management is completed.
Gathers, compiles, analyzes, and tracks workload and other data for narrative, statistical and comprehensive reports.
Serves as a liaison with Human Resources Service on personnel issues regarding Title 5 and hybrid Title 38 employees including employee relations and recruitment
Serves as a key figure in manpower utilization assuring recruitment/retention are maintained within approved ceilings and informs management of resource utilization and workload projections within Radiology.
Serves as the technical expert regarding operational problems and personnel administrative issues.
Responsible for developing/writing position descriptions/functional statements, performance standards, competencies, and job analyses in conjunction with the Service Chief and management team.
Assist department leadership in overseeing and tracking required training, licensure and certifications, competencies, and scope of practice for clinical and technical staff, to ensure ongoing compliance.
Provides on-going consultation to program managers on leave issues, training issues, complaints, grievances, and disciplinary actions.
Interprets, advises, and communicates to staff and program managers on federal and agency personnel policies, regulations, and procedures (i.e., FMLA).
Prepares board action documents, under guidance from the Service Chief or designee.
Reviews requests and serves as an approving official for supplies, equipment, and services to ensure program needs are met.
Obtains pertinent information, specifications, and price quotes and assures that requests are submitted with appropriate justification to the Equipment Committee.
Reconciles all equipment inventories annually and approving official for all equipment turned-in and assures removal of that equipment from inventory.
Responsible for constant surveillance, evaluation and planning to ensure efficient utilization of space based on constantly changing and ever-increasing program demands.
Serves as the Contracting Officer's Representative (COR) for contracts used by Radiology and assures that contract specifications are met.
Assists department leadership and designated student mentors in coordinating and overseeing clinical education affiliations/rotations for the various disciplines within Radiology that complete clinical rotations or internships with CVAMC, including assisting to assure that allstudents complete required trainings and provide documentation necessary for their rotation.
Serves as the patient advocate to resolve patient complaints and issues.
Collaborates with other services to resolve patient issues when necessary.
Responsible for preparing final correspondence to various Congressional Offices, VISN 7 Regional Office, and service organizations in response to congressional inquiries, complaints, or inquiries from family members on matters concerning CAVHCS Radiology services
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday, 8:00 a.m. to 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/06/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07, and for the GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); accurately preparing timecards for submission and processing; managing and balancing financial aspects of general fund control points and purchase procedures; and performing various human resources/personnel management duties related to recruitment, disciplinary actions, and/or awards. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year or 18 semester hours and specialized experience to meet total experience requirements.
GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); accurately preparing timecards for submission and processing; managing and balancing financial aspects of general fund control points and purchase procedures; and performing various human resources/personnel management duties related to recruitment, disciplinary actions, and/or awards. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements.
