THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION This National Guard position is for a Human Resources Specialist (Military), Position Description Number D2054000 and is part of the KS 69th Troop Command Kansas Army National Guard.

Duties

As a HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-09, you will serve as the senior personnel NCO and have responsibility for overseeing and ensuring the accomplishment of work performed in the areas of personnel management and administration. Interpret policy and provide procedural guidance to the commander, staff members and individual military members. Research and resolve difficult HR personnel problems and questions, including those where guidance is only partially relevant or is incomplete. Accomplish a variety of statistical data/reports, analyzes the information, identifies trends, and makes recommendations to assist in HR management decisions. Accomplish or review a variety of military HR transactions including appointments, enlistments, flagging actions, reassignments, separations, promotions, duty assignments, transfers, medical evaluations, security clearances, awards and decorations, retirements, etc., and forwards actions to a higher level military personnel office. Review electronic records prior to submission to higher headquarters for quality and completion. Validate the preliminary enlisted promotion consideration list to ensure all eligible personnel for consideration are included and submits any changes to the state level enlisted promotion manager. Provide administrative support to potential applicants and evaluate qualifications for officer/warrant officer appointment packets. Renders authoritative explanations of regulations, methods, procedures, and exceptions involved in individual cases. Perform other duties as assigned. Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements. Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK"

Requirements

  • KANSAS NATIONAL GUARD MEMBERSHIP IS REQUIRED.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

Military Grades: E5 through E7, O1-O3 Compatible Military Assignments: 42A desired GENERAL EXPERIENCE: To qualify an applicant for the GS-0201 position, the applicant's competencies (knowledge, skills, abilities, and behaviors) that include military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments will be applied. The following seven basic qualification competency factors are applicable to the GS-0201 career levels: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Ability to assess body language and perceive emotional and/or distress levels; and, Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs. Physical Demands: Work is sedentary. No special physical demands are required to perform the work. Work Environment: Work is performed in a typical office setting. Special safety precautions are not required.

Education

Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.
