Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as providing consultative advice and technical expertise on human resources regulations, policy, and procedures; providing position classification advice or recommendations to hiring officials.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of advanced Human Resources Management (HRM) principles, concepts, regulations, and practices.
Ability to maintain relationships between subordinate and senior levels of management and between the organization and programs of other Federal departments.
Skill in planning, organizing and/or directing team efforts to persuade management officials to implement recommendations.
Ability to evaluate and make recommendations concerning overall plans and proposals for complex agency projects.
Skill in resolving Human Resources Management problems not susceptible to treatment by standard methods.
Ability to identify and propose solutions to Human Resources Management problems and issues.
Ability to design and conduct comprehensive HR studies characterized by boundaries that are extremely broad and difficult to determine in advance.
Ability to provide authoritative advisory service and/or develop authoritative policy interpretations.
Skill in planning, organizing, and conducting research of complex legal problems.
Skill in consultation sufficient to resolve HRM problems not susceptible to treatment by standard methods of any applicable specialty.
Skill in developing, interpreting and analyzing data extracts and reports from automated HR databases and systems.
Ability to evaluate and make recommendations concerning overall plans and proposals for complex agency projects.
Ability to design and conduct comprehensive HR studies characterized by boundaries that are extremely broad and difficult to determine in advance.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
