Job opening: Operations Specialist

Salary: $139 395 - 181 216 per year
Employment Type: Full-time
This position is in the Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Assistant Secretary. This position serves as an Operations Specialist. This position actively participates in and contributes to the overall OASAM operations acting as a liaison and consultant between the various centers within OASAM and OASAM leadership. This position is Outside the bargaining unit.

Duties

Major duties for this position include but are not limited to: Prepares reports, memos, and communications to direct or clarify the responses necessary to complete the work requested of the Center. Reviews and provides substantive comments on the materials referred to the Agency for review and comment such as proposed legislation, draft Congressional testimony, draft reports to Congress, and questionnaires or reports from international organizations. Organizes work, sets priorities, and determines resource requirements. Conducts the strategic planning and performance management activities necessary to support the agency's strategic objectives. Conduct short and long-range planning and measurement, improvement activities, and other special studies and tasks. Support data-driven decision-making through data analysis. Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations. Gathers, tracks, and analyzes data, identifies issues or problems, recommends solutions, and prepares reports and briefings related to the assignments. Plans research/analysis and projects to identify current and emerging developments that may trigger the need for new or revised projects that impact the organization. Support data-driven decision-making through data analysis. Considers emerging developments when making recommendations for future research, statistical analysis, etc. Consults with senior staff and contributes to recommendations for integration into agency policies and programs. Maintains clear communication lines with supervisors, managers, and customers. Displays tact, diplomacy, courtesy, and patience in all communications and interactions with internal/external customers. Provides consistently reliable and competent customer service. Actively contributes to the development and implementation of policies, procedures, and operations, plans research/analysis and projects to identify current and emerging developments that may trigger the need for new or revised projects that impact the organization and makes actionable recommendations. Coordinates multiple projects and reconciles the interdependencies among them. Provides strategic guidance to the project managers and team members throughout each project. Performs other duties as assigned.

Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.

Qualifications

You must meet the Specialized Experience to qualify for the Operations Specialist position, as described below. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13, in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized Experience for this position is defined as: Leading customer service and/or customer experience initiatives to include customer engagement activities, customer satisfaction survey administration, analysis or corrective action planning, training or other activities. Leading employee engagement, special emphasis, diversity, equity, inclusion, and/or accessibility (DEIA) projects or initiatives. Developing or facilitating meetings (with employees at all levels), inter-agency work groups, or other governance board or stakeholder groups. Advising, persuading or defending controversial actions/policy decisions in meetings with senior level management. Developing, revising, coordinating, or leading implementation of project plans defining short and long-term goals, managing risks, and leading projects to successful completion.

Education

There is no substitution of education for experience at the GS-14 level for this position.
