Duties

WHAT IS THE PGLD - PRIVACY, GOVERNMENTL LIASION AND DISLOSURE DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Privacy, Governmental Liaison and Disclosure, Identity and Records Protection (IRP) The following are the duties of this position at the full working level. Keeps informed on current developments and on new applications of information technology (software and telecommunications), emerging technologies and their applications to records and information management processes, and applications and implementation of information systems to meet organizational requirements. Implement various techniques and methods to assess costs and benefits of alternative RIM programs and to evaluate the effectiveness of current programs. Reports on projects and all aspects of records and information management contract(s). Plans, prioritizes, and recommends mitigating strategies to address identified risks/issues within dependent programs, projects, and/or systems. Contributes to the Service's RIM/IT strategic management in terms of formulating and executing records retention policy, its long-rang objectives, and its internal administration. Performs Senior Records Analyst duties with primary responsibility for the implementation, development and oversight of the Servicewide eRecords Management program. Evaluates Electronic Recordkeeping Systems to ensure proper requirements as mandated by law for storage and disposal of electronic records. Plans, organizes and schedules work operations and reviews the work of assigned resources with contractors. Adjusts budget and financial management activities; plans and carries out training and development; and evaluates project and/or program work and outcomes. Conducts comprehensive long-range projects and studies of broad functional areas of IRS involving major problems in creation, maintenance, use, disposition, preservation, and retrieval of records. In conjunction with the Contracting Officer Representative, provides guidance and direction on program-level acquisition management strategies to support projects including preparing Statements of Work (SOW), negotiations and awarding contracts.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience with the planning, administering, and/or coordination of major records management activities. Experience in applying modern methods to plan, organize, prioritize and control work involving service-wide records and information activities. Experience in identifying problem trends, dealing tactfully and persuasively with others in resolving issues, and developing approaches to resolving problems pertaining to competing priorities, resources and workload. Experience working with electronic records including, scheduling complex electronic management systems, directing a long range electronic records project, participating in the formulation of electronic records management policy, or providing on the job training related to the principles and practices of electronic records and information management. Experience in managing paper records at an organization-wide level. Experience in records scheduling, offsite storage coordination, and formulation and delivery of records life cycle management training. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
