Duties

WHAT IS THE PRIVACY, GOVERNMENT LIAISON & DISCLOSURE (PGLD)DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Privacy, Governmental Liaison and Disclosure Identity and Records Protection The following are the duties of this position at the full working level. Provides Program Management for the Separating Employee Clearance (SEC) program by processing forms, tracking measures by producing reports, and conducting training. Prepares recommendations for program improvement. Reviews, processes and clears SEC records in HR Connect and Legal Category SEC to ensure timely separation of departing employees and clear identification and control of IRS assets (records). Assists managers with the employee separating process as it relates to records reviews and records related clearance requirements. Ensures business unit managers correctly complete and submit records related to separating employee clearance checklist and updates HR Connect accurately. Conducts analysis to determine error rates and makes recommendations on process improvements. Works independently with stakeholders to develop and implement records retention compliance standards for the Privacy Impact Assessments (PIAs) to ensure compliance with records management regulations. Serves as the SharePoint Subject Matter Expert material content owner by controlling, adding, and managing information to ensure content is current with most recent policy and procedures are made available to internal and external customers. Develops, implements, and conducts in depth analysis on records management compliance reviews in support of Department of Treasury directives and other external requirements which include Privacy Act and Freedom of Information Act (FOIA) requirements.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes experience in interpreting and applying privacy, disclosure or records management laws, regulations and policies; experience in the creation of guidance and analysis studies to ensure the protection of specific records; and experience evaluating privacy, disclosure and records management issues and resolving in a manner compliant with appropriate laws, regulations and policies. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
