About the Position: This position is located within the U.S. Army Corps of Engineers, Philadelphia District, Equal Employment Opportunity Office. In this position you will serve as the EEO Officer responsible for oversight of the District's Equal Employment Opportunity Program and serve as the District's Disability Program Manager (DPM).
Duties
Serves as Equal Employment Opportunity (EEO) Specialist and the principal advisor on conflict resolution matters.
Analyze procedures for filing discrimination complaints.
Conduct briefings for the District Commander, senior leaders, and supervisors to discuss issues affecting the workforce, the effectiveness and status of EEO program goals, efficiency, and legal compliance of all areas of the EEO program.
Provide technical guidance to assigned counselors and assure appropriate coordination of their EEO functions and responsibilities.
Manage the processing and disposition of all individual and class EEO Complaints and ensures full cooperation with EEO Counselor and EEO personnel in the timely, fair and prompt processing, investigation, and resolution of complaints.
Provide technical and administrative supervision to subordinate staff.

Specialized Experience: To qualify for this position, you must have at least one year of specialized experience equivalent to the GS-11 level in the federal service. Specialized experience is defined as any combination of three of the following:
1) providing guidance and/or advice to senior leadership, managers, and supervisors on statutory requirements relating to an entire Equal Employment Opportunity (EEO) program;
2) devising methods for monitoring progress of minorities and women;
3) formulating policies designed to prohibit discrimination due to race, color, religion, sex, national origin, age, and disability;
4) reviewing Human Resources policies and programs to determine barriers; and
5) developing equal employment opportunity training for new hires and supervisors.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
