This position is located within the Office of the Director at the Michael J. Crescenz VA Medical Center in Philadelphia, PA. The primary purpose of this position is to perform work that involves developing, administering, evaluating, or advising on the Federal Government's internal equal employment opportunity program.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but are not limited to, the following: Plans, directs, coordinates, monitors, and evaluates the local Special Emphasis Employment Programs; Monitors the Affirmative Action Plan (AAP); Provides advice and guidance to organizational employees for developing, implementing and monitoring an effective AAP and EEO Program; Assists in managing the EEO Complaints processes; Assures formal complaints are processed within established time limits and in accordance with published regulations and policies; Prepares complete, timely reports on pre-complaint counseling activities; Develops recommendations to management on the level and mix of resources (staff, money, space and equipment) to be assigned to the program; Allocates assigned resources within the program to meet program objectives; Informs and advises management officials and employees on basic EEO program requirements; Performs other duties as assigned Work Schedule: Recruitment & Relocation Incentives: Not authorized Critical Skills Incentive (CSI): Not approved. Qualifications

To qualify for this position at the GS-11 level, you must meet one of the following requirements: SPECIALIZED EXPERIENCE: Possess at least one (1) full year of specialized experience equivalent to the next lower grade level (GS-9) in Federal Service that has equipped you with the knowledge, skills, and abilities necessary to perform the duties of an Equal Employment Specialist GS-11. Specialized experience includes coordinating, planning, developing, administering, and providing advice related to the Equal Employment Opportunity (EEO)Program; processing EEO complaints filed by employees and applicants for employment; developing and presenting training programs; developing and maintaining statistical data; serving as liaison and advocate for minority groups and/or organizations; providing guidance and technical expertise to managers; and providing advisory services. NOTE: Your experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week. -OR- EDUCATION: Successful completion of a Ph.D., equivalent doctorate degree, 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M. in a related field of study. This education must have been obtained at an accredited college or university and must be related to the work of the position. NOTE: Transcripts must be submitted with your application materials. COMBINATION: Possess combinations of successfully completed higher-level graduate education and specialized experience, as described above, which may be used to meet the total qualification requirements. NOTE: Your experience must be documented in your resume and transcripts are required. You will be rated on the following Competencies as part of the assessment questionnaire for this position: CommunicationCustomer Service (Clerical/Technical)Project Management IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is sedentary. No special physical demands are required to perform the work.
