Duties
At the full performance level, you will provide a variety of human resources management services in two or more of the following functional areas: recruitment and placement, position classification, employee relations and performance management, employee benefits, and human resources development. If selected, you will receive formal and/or on-the-job training as needed. Duties will include, but are not limited to:
Performing position analysis to determine organizational requirements
Determining recruitment strategies and posting job announcements
Reviewing applications and applying qualification standards
Providing advice and assistance on performance management
Providing assistance in the administration of benefits programs
Administering guidance on pay and leave
Identifying training and development needs
Conducting evaluations of human resource program operations
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation
- You must be registered for Selective Service, if applicable
- If selected, you may be required to complete a one year probationary period.
- You must meet all qualification requirements upon the closing date of this announcement.
Qualifications
GS-07: To be eligible at the GS-07 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience; Education; OR a Combination of Specialized Experience and Education.
Specialized Experience: One (1) full year of specialized experience equivalent to work at the GS-05 level. Specialized experience is defined as performing administrative work which demonstrates a basic knowledge of human resources to include assisting senior HR specialists with recruitment actions; processing pre-employment packages; conducting onboarding of new employees; entering personnel and payroll actions into HR databases; performing human resources records management duties; and providing a general overview on Federal government employee benefits.
OR
Education: One of the following types of education: one (1) full year of graduate level education; OR four (4) years of undergraduate level education leading to a bachelor's degree with Superior Academic Achievement. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. Superior Academic Achievement recognizes students who have achieved superior academic standing as evidenced by one of the following: (1) class standing; (2) grade-point average; or (3) honor society membership and described as follows: (1) Class Standing - Applicants must be in the upper third of their graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses at the time of application. (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. (3) Honor Society Membership - Election to membership in a national scholastic honor society.

Combination of Specialized Experience and Education: A combination of specialized experience and successfully completed graduate education as described above may be used to meet total qualification requirements.
GS-09: To be eligible at the GS-09 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.
Specialized Experience: One full year of specialized experience equivalent to the GS-07 level. Specialized experience is defined as experience advising mangers; resolving moderately complex, recurring human resources issues; applying standardized analytical and evaluation techniques; and interpreting regulatory material related to staffing and recruitment and at least one of the following areas: position classification, employee relations and performance management, employee benefits, and human resources development.
OR
Education: One of the following types of education in a related field (e.g., Human Resources): a Master's or equivalent graduate degree (such as an LL.B.); OR 2 full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
OR
Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year.
GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.
Specialized Experience: One full year of specialized experience equivalent to the GS-9 level. Specialized experience is defined as providing comprehensive management advisory and technical services; applying analytical and problem solving methods and techniques; and presenting findings or recommendations related to staffing and recruitment and at least one of the following areas: position classification, employee relations and performance management, employee benefits, and human resources development.
OR
Education: One of the following types of education in a related field (e.g., Human Resources): a Ph.D. or equivalent doctorate degree;OR 3 full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
OR
Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years.
Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
