THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HR OFFICER (MILITARY), Position Description Number PDD1619000 and is part of the WY 153rd Force Support Squadron, Wyoming Air National Guard.

Duties

This position is located in the Wyoming Air National Guard (ANG), 153d Force Support Squadron (FSS), and its primary purpose is to manage, coordinate, direct, and oversee work through subordinate supervisors for all functional areas of the Military Personnel Flight for the 153 ANG and supported units and to exercise second level supervisory and managerial authorities. (1) Serves as a staff advisor responsible for providing military human resources assistance, guidance, and direction (personally and through subordinate staff) to military units. (2) Provides supervision, guidance, and team leadership to dual and non-dual status, Active Guard Reserve (AGR), and traditional, drill status members. (3) Directs, manages, plans, organizes, and controls military personnel, recruiting, retention and education and training activities for all military organizations supported by the MPF. (4) Communicates military human resources policies and procedures through meetings, written documentation, oral presentations, and state of the art communications and media. (5) Manages accession programs with the objective of filling all authorized positions with qualified personnel. ** This is NOT an all-inclusive list of duties. **

AREAS OF CONSIDERATION: Primary consideration will be made from Areas 1, 2, and 4. If referrals are not made from the target category, subsequent referrals may next be made from Area 6 (if eligible). Area 1: All permanent and indefinite Wyoming Air National Guard (WYANG) employees assigned to the 153 FSS. Area 2: All permanent and indefinite T32 Dual Status technicians assigned to other WYANG units. Area 4: All current military members of the Wyoming Air/Army National Guard. Area 6: Current and prior service military members to include the United States (U.S.) Air Force / U.S. Army, U.S. Air Force Reserves / U.S. Army Reserves, and other states' Air/Army National Guard members. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position. This is an ANG-funded Dual Status Technician (DST) position. If a candidate is selected that is not part of the WYANG, they will be required to become an ANG military member prior to DST appointment. TECHNICIAN INFO Type of Appointment: Permanent Tenure: Group 1 or 2 Work Schedule: Monday - Friday, 7:00 am - 4:30 pm FLSA: Exempt Telework: The duties of this position require primary physical presence. Situational telework may be considered on a case-by-case basis. Technician Position #: 0774272 Military Position #: 1144360 Selecting Official: Lt Col Matthew Sturtevant MILITARY GRADE Min: O2/1Lt Max: O4/Maj GENERAL EXPERIENCE: Must possess experience gained through military or civilian technical training schools, within the human resources business programs. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Must possess at least 12 months experience at the GS-11 level or equivalent and experience planning for and executing all personnel programs and Human Resources Information Systems. Experience in operational readiness planning, personnel deployments, and writing various readiness status reports. Experience writing, designing, formatting, publishing, or presenting military or civilian briefings for senior leadership, conferences, workshops, or special committee reporting. Experience performing total-force personnel program requirements to accomplish labor union negotiations and agreements. Experience managing or conducting reenlistments; assignment or reassignment actions; education and training policy requirements; retraining procedures; retirement options; conducting disciplinary actions; or applying force development and force shaping programs. NOTE: General and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume. MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement. COMPATIBLE MILITARY ASSIGNMENTS: Officer: 38F3 Must possess or be eligible to retrain into AFSC 38F3, Force Support Officer. For award of AFSC 38F3, completion of the Initial Force Support Officer Course (IFSOC) is mandatory for Company Grade Officers. A waiver from the CFM is required if any portion of IFSOC is not completed. In addition, an officer must also complete Follow-On Unit Training (FOUT) in myTraining as outlined by the Career Field Education and Training Plan (CFETP) within 24 months after graduating IFSOC for CGOs or the Basis and Intermediate Force Support Competency Courses for FGOs. All requirements must be certified by the FSS commander or senior career field leader assigned to the organization. A waiver from the Career Field Manager (CFM) is required if the FOUT or other tasks cannot be completed within the 24-month period. Experience. For award of AFSC 38F3, minimum 24 months of experience is mandatory for Company Grade Officers and 12 months for Field Grade Officer crossflows. DRIVER'S LICENSE: Must possess a valid driver's license.

Education

A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
