This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Program Analyst located at Pine Bluff Arsenal, Arkansas.

Duties

Establishes performance metrics and monitoring mechanisms to track the progress and effectiveness of business development initiatives. Conducts comprehensive market analysis to identify trends, opportunities, and challenges in relevant industries and markets. Solicits feedback from stakeholders to enhance effectiveness and efficiency. Monitors external factors and internal processes to ensure timely response to issues and changes in the business environment. Provides leadership and guidance to a team of program analysts and other staff involved in business development activities. Leads the development of proposals in response to solicitations, requests for proposals (RFPs), and other opportunities for business development. Supports business development objectives by collaborating with other departments and functional areas within Pine Bluff Arsenal.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• TDY travel may occasionally be required.
• Incumbent must be able to obtain and maintain a government driver’s license.
• This position requires you to obtain and maintain a Secret clearance.

Tracking the effectiveness of business development initiatives. 4. Conducting market analysis to identify trends in relevant industries. And 5. Assisting with scheduling workload and allocating task across a team based on priorities.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
