About the Position: This position serves as a Program Analyst located at Pine Bluff Arsenal, Arkansas, which is a subordinate installation of JMC.
Duties
Establishes performance metrics and monitoring mechanisms to track the progress and effectiveness of business development initiatives.
Conducts comprehensive market analysis to identify trends, opportunities, and challenges in relevant industries and markets.
Solicits feedback from stakeholders to enhance effectiveness and efficiency.
Monitors external factors and internal processes to ensure timely response to issues and changes in the business environment.
Provides leadership and guidance to a team of program analysts and other staff involved in business development activities.
Leads the development of proposals in response to solicitations, requests for proposals (RFPs), and other opportunities for business development.
Supports business development objectives by collaborating with other departments and functional areas within Pine Bluff Arsenal.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- TDY travel may occasionally be required.
- Incumbent must be able to obtain and maintain a government driver’s license.
- This position requires you to obtain and maintain a Secret clearance.

Specialized Experience: One year of specialized experience which includes 1. Assisting in marketing campaigns or outreach strategies to a variety of audiences. 2. Monitoring external and internal factors to ensure timely response to issues in the business environment. 3. Tracking the effectiveness of business development initiatives. 4. Conducting market analysis to identify trends in relevant industries. And 5. Assisting with scheduling workload and allocating task across a team based on priorities.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
