This position serves as a Staff Assistant and personal assistant in the Office of the Under Secretary for Benefits (OUSB), which has responsibility and authority for administering benefits, services, and programs for Veterans. The incumbent directly assists in the operational management of the executive offices, serving as the "operational hub".

Duties

Specific duties include: Provides personal administrative and general support to the USB, PDUSB, the COS, and the DCOS on specialized program activities of a high level and confidential nature. Directly influences the effectiveness and responsiveness of the OUSB. This includes working with other USB office personnel to include the Executive Assistants and Executive Management Officer to the USB to review briefing materials for policy discussions and meetings. Receives briefing materials prior to meetings and in consultation with other USB Office Staff, incumbent prioritizes materials and issues by scope and impact, ensures all supporting policy documentation is provided to USB/PDUSB/COS/DCOS for meetings/briefings, and ensures all relevant staff are present at briefings. Establishes and maintains control on issues requiring follow-up. Performs a variety of duties related to researching and analyzing data or determining the status of significant issues, to assist the USB/PDUSB/COS/DCOS in their decision-making process. Coordinates administrative activities for the USB/PDUSB/COS/DCOS and immediate offices, and between other offices and functions in VBA for which these executives have responsibility. Also coordinates with other VBA Central Office elements, and other department of Veterans Affairs offices, as well as other Federal agencies and Veterans Service Organizations that have an interest in Veteran issues that call for interaction with these executives. Serves as timekeeper for the OUSB. Ensures employees' leave is entered correctly and timely. Adheres to Federal and agency policy and procedures when requesting information regarding leave and when making changes to leave entered by employees. Validates timecards prior to submission to payroll. Conducts special studies and analyses of a variety of administrative activities functions within the OUSB. Analyzes program areas, evaluates effectiveness, and determines compliance with Department procedures and regulations. Studies and analyzes office automation needs and system capabilities for internal controls and management accountability for the entire VBA headquarters. Maintains an effective working relationship with the Deputy Under Secretaries, Service and Office Directors and representatives of other departments and staff offices. Makes necessary contacts with regional offices and service organizations. Serves as a primary contact for callers and visitors to the OUSB. Provides advice and assistance to a full range of telephone inquiries concerning any aspect of the programs and policies of the administration. Is responsible for following up when additional research is required and/or to ensure closure of the issue to ensure the OUSB is providing world-class customer service to both internal and external partners and stakeholders. Assists with in-house budgetary related actions. Serves as a coordinator for travel by OUSB senior leaders. Arranges travel and itineraries for the OUSB leadership team and maintains regular communications while members of the team are in travel status. May serve as a credit card/purchase card holder for the procurement of micro-purchases and training, ensures purchases and training are entered, billed, and reconciled timely and correctly. Assists with gathering, preparing, and submitting documents required for Senior Executive Service and Senior Leader personnel administration actions, to include end of year performance reviews. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/01/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-11 position you must have served 52 weeks at the GS-9 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-11 Grade Level: Specialized Experience: Demonstrated experience in applying agency procedures and regulations; experience in assisting senior leaders with daily tasks and calendar management, travel arrangements, and preparing leaders for presentations and meetings and experience serving as timekeeper. GS-12 Grade Level: Specialized Experience: Demonstrated experience in understanding and applying agency procedures and regulations; experience in assisting senior leaders with daily tasks, calendar management, travel arrangements and preparing leaders for presentations and meetings. Experience in timekeeping and working in a team setting; and demonstrated ability to timely complete multiple tasks and duties. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
