Duties
In this position, you will serve as Executive Officer (which also serves as the Chief of Staff), reporting directly to the Deputy Chief Financial Officer. Typical work assignments include:
Designs and executes organizational responsibilities for governance, strategy, policy, and planning.
Oversees all administrative processes such as internal budget/procurement, task tracking, training and professional development, position and hiring management, organizational structure, and internal operating procedures.
Plays a lead role in the Office of the Chief Financial Officer's (OCFO) Planning, Programming, Budgeting, and Execution processes, by working closely with OCFO's Budget Director and Office of Strategy, Policy, and Plans to ensure a seamless cycle of efforts.
Coordinates with peers in other agency organizations in developing/assessing policy, strategy, government plans, and audit inputs; adjudicate differences to achieve resolution.
Utilizes extensive knowledge of Congressional and legislative processes, policies, and priorities, provides a basis for responding to Congressional requests for policy positions and addressing taskings such as reviews of Congressional testimony, legislative proposals, and questions for the record.
Ensures sound personnel policies and procedures within the office.
Manages a wide variety of complex projects/assignments on behalf of the Chief Financial Officer/Deputy Chief Financial Officer that result in management policy change and provides both mission and strategic support.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying.
You qualify for the GS-15 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-14 grade level (or equivalent) performing the following duties in a Chief of Staff capacity:
Coordinating and overseeing directives, budgeting, and resource management activities to support strategic priorities.
Developing strategic guidance, policies and plans for organizational integration and management.
Ensuring the execution of administrative functions within an organization.
Advising senior executives to ensure alignment of management and administrative practices with the organizational mission; and
Directing the work of a team or subordinate staff (i.e., assigning work, developing performance standards, making authoritative decisions regarding personnel actions, etc.).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
