About the Position: Work under the general direction of the Director, Management and Control, Army Budget Office. Uses individual initiative in determining and supervising actions involving special analysis and studies dealing with a variety of budget issues. Responsible for independent review and analysis of programs to ensure proper resourcing.
Duties
Plans, directs, and supervises independent reviews and assessments of Program/Budget efforts of the Army.
Supervise a staff of budget analysts/program budget officers and technical support personnel.
Direct and supervise special execution analysis of specific Programs to determine trends as well as impacts on budget requests and program levels; conduct comparative analysis; recommend solutions for execution problem areas.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.

Specialized Experience: One year of specialized experience which includes developing and implementing changes to budget processes and underlying automated budgeting systems that are interfaced with accounting systems and programming databases and systems; applying knowledge of legislation directives, and policies pertaining to pricing procedures for all civilian and military manpower programs; determining proper financing programs/appropriations for controversial and sensitive funding issues; determining factors relating to economic changes, changes in accounting and procurement policies and procedures, and/or programmatic changes affecting planned obligations and outlays.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
