The Supervisory Medical Administration Specialist (Patient Benefits Manager) position is assigned to Health Administration Service (HAS) within the VA Salt Lake City Health Care System. The Patient Benefits Manager's primary purpose is to oversee the operations of the Patient Benefits Section, which includes the Enrollment & Eligibility Office, Health Administrative Specialist on Duty (HOD/AOD), and phone operator teams.
Duties
Duties include, but are not limited to the following:
Has delegated responsibility for the planning, budgeting, direction, control, coordination, operation, evaluation, and staffing of Patient Benefits Section activities.
Serves as the subject matter expert on budgetary, eligibility, enrollment, workload, insurance, and sharing agreement data capture, patient recruitment, benefits, PACT Act and any other area of management interest related to the Patient Benefits section.
Has delegated authority to direct program areas of responsibility, and his/her capabilities are such that they can be fully relied upon to keep management advised of the progress and accomplishments of the section.
Keep close contact with top level management and key professionals to ensure administrative activities are met and there is proper utilization of treatment facilities.
Responsible for oversight of effective program management in Health Benefits, Enrollment/Eligibility, Patient Funds, State Veteran Home Program, Administrative Officers on Duty, Decedent Affairs, and various facility reports.
Participates in outreach and demonstrates effective communication with Veterans, Veteran family members, staff, visitors, public and community stake holders
Conducts analytical studies on operational processes, issue topics, or related special projects as assigned; studies may require study planning, statistical measurement, data collection, data analysis, and report preparation and development using databases and analyzing dashboards available through VSSC or the Health Eligibility Center and/or may involve research for action items from VISN, or other national VA oversight bodies.
Reviews data and information for trends, problem areas, and makes recommendations to management to resolve issues.
Responsible for establishing and providing ongoing management, through the direct/indirect supervision of 19 positions including: Enrollment Coordinator, Program Specialist, Lead Health Benefits Advisor, Lead AOD, six AODs, five Enrollment Program Support Assistants, and four phone operators.
Must supervise and coordinate activities of workers engaged in clerical or administrative support activities during all shifts.
Plan work to be accomplished by subordinates, set and adjust short and long-term priorities, and prepare schedules for completion of work.
Interview candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions.
Identify developmental and training needs of employees, providing or arranging for needed development and training.
Find ways to improve production or increase the quality of the work directed.
Develop performance standards.
Reviews and approves serious disciplinary actions (e.g., suspensions) involving nonsupervisory subordinates.
Approves expenses comparable to within-grade increases, extensive overtime, and employee travel.
Recommends awards or bonuses for nonsupervisory personnel and changes in position classification, subject to approval by higher level officials, supervisors, or others.
Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, or improve business practices.
Other duties as assigned.
Work Schedule: Monday - Friday, 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Patient eligibility determinations-including verification of veteran documentation such as the DD-214, Purple Heart and Medal of Honor recipients, Veteran Benefits Administration documentation as well as others; (2) Establishing, implementing and monitoring the nationally mandated means test monitoring systems, which requires system data collection, analysis, development of recommendations and follow-up on needed actions; (3) Patient enrollment -including the accurate and timely capture of all means tests data, insurance data capture, demographic information, (veteran and non-veteran) recruitment and outreach, HOD/AOD administration, veteran identification card system (VHIC), sharing agreement data capture, after hours benefits counseling, ECU and clinic (workload capture as assigned) and the State Veterans Home Program; (4) Responsible for the after-hours Emergency Care Unit (ECU) administrative functions through the management and supervision of the HOD/AOD; (5) Delegated responsibility for the planning, budgeting, direction, control, coordination, operation, evaluation, and staffing of the Enrollment Office activities and serves as the subject matter expert on budgetary, eligibility, enrollment, workload, insurance, and sharing agreement data capture, patient recruitment, benefits and any other area of management interest related to the section; (6) Conducts analytical studies on operational processes, issue topics, or related special projects (as assigned).

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL. M if related.

Physical Requirements: Work is sedentary although some movement, lifting, and stooping are required when using files or delivery documents. Position requires long periods of interaction at computer terminals, causing strain to the eyes and back.
