This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for serving as the Chief, Environmental & Safety Division (RD-TSE). Plans and executes all division activities. Responsible for a staff made up of civilians and military personnel, as well as specialized on site contractor staff. First line supervisor.

Duties

As a Interdisc Supv Explosive Safety Specialist/Supervisory Safety and Occupational Health Manager at the GS-0017/0018-14 some of your typical work assignments may include: Ensures mission and accuracy requirements are met; appraises performance; initiates and advocates appropriate corrective or adverse action for performance or conduct; schedules and grants leave; identifies training needs; and develops and implements training plans. Responsible for leading a team that manages a comprehensive test safety program covering all phases of planning and operations for test fielding, execution, and post-test recovery. This includes construction safety, explosives safety management, general industry safety, occupational health, and environmental compliance. Tests are performed on national level asset test beds, facilities, and tunnels, and include the use of unique and untried warfighter combat systems, threat representative systems, explosive ordnance, military explosives, commercial explosives, experimental explosives, sensitive explosives, hazardous materials, chemicals, biological simulants, and radiological materials. Consistently applies sound principles, concepts, and work processes to problems and concerns, routinely keeping higher management informed.

  • Required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually, and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, Aug 30, 1993.
  • Required to don personal protective equipment and be on the respiratory protection program. Must be able to wear respiratory protection including Self-Contained Breathing Apparatus (SCBA).
  • Requires work at remote not easily accessible sites and undeveloped test locations, necessitating walking over rugged terrain or underground.
  • Work requires regular and recurring exposure to hazards such as exposure to high noise, moving heavy equipment and machine parts, hazardous agents, poisonous snakes and insects, explosive or incendiary materials,
  • unsafe structures, toxic chemical agents, radiation sources, high temperatures, and extreme cold temperatures.
  • Maintains necessary training to preserve proficiency in job related qualifications, i.e., cardiopulmonary resuscitation (CPR), First Aid, Hazardous Waste Operations and
  • Emergency Response (HAZWOPER), automated external defibrillator (AED), and Permit Required Confined Space (PRCS).
  • Munitions Certification training and certification required for test locations.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Supervisory experience Knowledge of weapons of mass destruction (WMD) Knowledge of construction safety Knowledge of explosives safety management Knowledge of general industry safety Knowledge of occupational health Knowledge of environmental compliance Ability to develop, justify and implement near- and long-term goals for personnel supervised Ability to develop health and safety plans and environmental documentation Experience identifying critical milestone points and objectives to implement strategies Experience in job hazard analyses Experience in coordinating efforts among diverse organizations Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0017/0018 series. Safety and Occupational Health Management Series 0018 Individual Occupational Requirements Education Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. or Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. or Certificates Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.
