Duties

Continued from Summary: propagation of lasers and other directed energy platforms; and provide advisory aircraft systems weapons and explosives safety services. Duties: Plans, coordinates, and evaluates activities necessary to the overall execution of the installation nuclear surety program to ensure safe, secure, effective nuclear operations. Plans, coordinates, and evaluates activities necessary to the overall execution of a diverse weapons/explosives safety program. Plans, coordinates, and evaluates activities necessary to the overall execution of a broad and diverse range safety program. Develops localized technical nuclear surety and explosives safety lesson plan to supplement AF standardized nuclear surety training platform and provides training/instruction to commanders, directors, supervisory, employees, and/or unit explosives safety/nuclear surety representatives on a wide range of work operations areas, such as risk assessment, transportation, handling, proper storage of hazardous materials, and evacuation procedures. Plans, and conducts investigations and analyzes accidents, incidents, and deficiencies to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • The duties of this position meets all requirements as a category 4 designation,
  • and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
  • This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve. (IAW: DoDD 1200.7. “Screening the Ready Reserve,”)
  • The employee must be able to obtain and maintain a Top Secret clearance.
  • Employee may be required to work extended or other than normal duty hours to include evenings and weekends.
  • This position is “Exempt” under 5 CFR 551.206 of the FLSA Administrative Exemption Criteria. (5 CFR 551.206)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Group Coverage Qualification Standard for Administrative and Management Positions, for GS Explosives Safety Series 0017. SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-11 or above grade level in the Federal service which includes comprehensive knowledge of the body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of weapons and explosives safety requirements, nuclear surety program, and range safety requirements sufficient to plan, direct, coordinate, and evaluate a diverse weapons and explosives safety program and advise key managerial personnel on courses of action affecting facility operations, weapons handling procedures, explosives operations, work processes, human-machine relationships, etc., which impact on the safety and efficiency of personnel. Knowledge of physiological and psychological factors sufficient to conduct a wide variety of activities promoting safe working practices, use of protective gear, and proper equipment operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of established nuclear enterprise culture, weapons systems safety rules, range safety principles, laser and/or directed energy safety protocols, and explosives safety principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation nuclear surety program, weapons and explosives safety program, and range safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution, of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of nuclear operations, weapons and explosives, and laser/directed energy safety risks. Knowledge of basic explosives safety construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards. Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. Skill in conducting mishap investigations; analyzing and evaluating hazardous conditions; preparing reports and recommendations; and addressing risk assessment methods and techniques for safety code compliance. Skill in interpretation of nuclear certification requirements, engineering drawings and specifications sufficient to identifying hazardous conditions in proposed facilities; application of weapons system safety rules; explosives site planning rules, and ability to generate computer based site plans. Ability to plan, organize work, and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
