The incumbent is assigned to the Primary Care Service Line as the Associate Chief of Staff, Primary Care (ACOS PC). The ACOS PC oversees all primary care health services at the VA Southern Oregon Rehabilitation Center and Clinics, including Grants Pass CBOC and Klamath Falls CBOC. This position is 90% Administrative and 10% Clinical.
Duties
Located in the Rogue Valley, White City allows easy access to Metro-area of Medford while remaining engrossed with nature. White City is an unincorporated community in Jackson County, Oregon, in the Rogue Valley. It is about nine miles north of Medford and 34 miles north of the California border. Enjoy the scenic drives to either Crater Lake, Oregon's only National Park, and to the mountain resort Lake of the Woods. Take a family-friendly hike to a waterfall or ride the only section of the Pacific Crest Trail that's open to mountain bikers.
Duties include, but not limited to:
Provides direct patient care through assessment, ordering, monitoring, and follow up where needed by the facility.
Responsible for the initiation of appropriate health care consults and referrals for all direct-care patients as applicable.
Provides consultation to health care providers about assessment findings and treatment plan for all direct-care patients to ensure that care is coordinated, collaborative, and integrated within the Medical Center.
Develops, implements, and documents within the clinical treatment plan for all direct-care patients as indicated and appropriate for the specific job setting and duties of the provider.
Complies with all Service Line documentation requirements, including standards for timely completion of Electronic Medical Health Record (EMHR) patient contact notes, use of required documentation templates, clinical reminders, treatment plans, and risk assessment protocols.
Adheres to all Facility and Service Line policies and practices for delivering direct patient care, including but not limited to direct risk assessment and risk mitigation practices for potentially dangerous behavior (suicide and violence), timeliness of care and access standards, professional conduct requirements, and EMHR documentation conventions.
Primary responsibility for all aspects of administration both within Primary Care and in the relationship of Primary Care to the VA facility at large and its component service lines.
Develops an overarching strategic vision and plan for the Primary Care Service Line, disseminates the plan to facility staff via respective Clinical Operations Managers (COM), and ensures progress toward the strategic goals.
Exercises supervisory, program management, and administrative responsibilities that are complex in scope and that constitute a significant portion of the facility.
Maintains interdepartmental relations with other services to accomplish facility goals.
Provides leadership with objective, independent assessments and recommendations for policy, operational, and administrative issues and initiatives requiring decision and action.
Advises leadership on implications, key issues, and relationships to interest groups (both internal and external) and recommends courses of action.
Coordinates and negotiates resolutions to complex problems involving the Primary Care Service Line or facility.
Primary Care Service Line scope of service includes three locations, each with front- line clinical supervisors and administrative staff.
Chief, Primary Care assesses and collaborates with COMs to reorganize services as new needs and opportunities arise.
Direct administrative and professional supervision of 25+ staff
Service line administrative and professional supervision and accountability all PCSL staff reporting to Clinical Operations Managers or supervisors (above).
Oversees, in collaboration with respective COMs:
The development of policies and procedures, performance standards, position descriptions, and functional statements.
The monitoring of staff clinical performance, and completion of staff performance appraisals.
Other clinical and administrative responsibilities to ensure that the mission of the service and the facility has been satisfied. May set training objectives for staff and delegate responsibilities to subordinate sections.
The management of Human Resource aspects of service line operations, including hiring and disciplinary action, Labor/Management relations, performance appraisals, and professional boarding procedures for various disciplines.
The preparation of special reports and responses, Congressional responses, briefing papers, issue briefs, and decision papers, which may be highly sensitive, confidential, and of a complex nature, for the facility leadership, VISN, VACO, OIG, and other oversight authorities.

Qualifications

Physician Assistant Basic Requirements
Master's degree in any discipline or a bachelor's degree in any discipline with one year of experience as a Physician Assistant ~AND~
Successfully passed the PA National Certifying Exam (PANCE) (or are you in the process to taking the exam) ~AND~
Currently hold, or will hold, a full and unrestricted license to practice in a State, Territory, or Commonwealth of the United States or in the District of Columbia.
Preferred Experience: VHA Primary Care experience preferred, Experience managing a diverse service across care-settings, Rural Primary care experience, Supplemental managerial degree i.e. MPH, MBA, MHA
Grade Determinations:
Physician Assistant-IV (PA-IV) Positions may include but are not limited to: Facility or Veterans Integrated Service Network (VISN) Lead PA, Facility PA Education Lead, PA Residency Program Director, or other Clinical and/or Administrative leadership assignments.
(a) PA (Clinical Leader/Administrative Leader). PAs at the PA-IV grade level may serve as clinical leader or administrative leader. Clinical PA Leaders may be assigned to positions/studies where limited guidance exists as physician oversight is not required. Administrative PA Leaders are involved with strategic planning and administrative/managerial responsibilities for integrated programs that cross service and/or discipline lines and influence organizational mission and health care. A PA clinical leader/administrative leader may monitor or evaluate services or programs with interaction of senior administration.
i. Experience. PA clinical leaders/administrative leaders require five years of experience which included leadership assignments that involved formulating program objectives and priorities, implementing plans and practices, and interpreting regulatory and organizational guidance to develop and implement policies and/or procedures.
ii. Demonstrated Knowledge, Skills, and Abilities. PAs at this level are not required to meet each individual KSA listed below to qualify, but should be able to demonstrate, develop, or acquire those not met upon appointment for PA-IV:
a. Ability to assess information and make recommendations that may significantly affect the content, interpretation, or development of programs concerning critical matters or key issues within the health care system.
b. Ability to schedule and supervise staff, students, or ancillary personnel, to include conducting performance evaluations.
c. Skill in planning, organizing, directing, and controlling an integrated program.
d. Skill in design, management of budget, and cost benefit analysis to ensure optimal stewardship of resources.
e. Ability to analyze complex medical care, organizational processes and/or systems, and develop and implement solutions that improve outcomes at the program or service level.
f. Ability to develop and recommend new or revised policies or procedures to justify program goals and motivate assigned personnel.
