This position is located in the Division of Quality Management at the Fort Yuma Health Center (FYHC), Winterhaven, California. The candidate will serve as the Environmental Health and Safety Officer. Position is under the supervision of the Supervisory Nurse (Quality & Safety Director).
Duties
Monitors a comprehensive hazardous material and waste management program, including the Hazard Communications Program. Responsible for oversite of hazardous chemical waste disposal in compliance with local, state and federal regulations.
Performs periodic surveys for departments; inspects construction projects and designs to determine compliance with applicable occupational safety standards, (e.g., question of exits, aisle space, and adequacy of sprinkler systems).
Serves as a technical consultant to the professional medical, dental and allied health staff on matters pertaining to institutional environmental health, occupational health and safety, radiation, and laboratory safety.
Consults with Service Unit Administration, IHS Area Office consultants, Department Heads, Committees, etc., to investigate and identify conditions and abatement controls for toxicological, biological, radiological, or physical hazards to patients, staff, or visitors.
Perform routine duties such as coordinating an industrial hygiene program for employees to include environmental monitoring to identify and report health and facility exposure problems.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Individual Occupational Requirements:
Must meet one of the following to be considered:
Possess an undergraduate and/or graduate degree in major study-- safety or occupational health fields (safety occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. Transcripts must be submitted.
Possess specialized experience in or related to safety and occupational health that provided the specific knowledge, skills and abilities to perform successfully the duties of the position.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS7: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Conducting independent inspections, providing instructions to work leaders, drafting reports, analyzing accident, and injury report.
OR
1 full year of graduate level education or superior academic achievement.
GS09: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Inspecting construction projects, preparing safety instructions, providing safety training, performing onsite surveys, preparing reports, promoting safety campaigns, and presenting at meetings.
OR
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
