This position is located in the Division of Quality Management at the Fort Yuma Health Center (FYHC), Winterhaven, California. The candidate will serve as the Environmental Health and Safety Officer. Position is under the supervision of the Supervisory Nurse ( Quality & Safety Director)

Duties

Plans and implements a comprehensive program for environmental management, safety and occupational health management, emergency management and security management at a 75,000+ square foot Ambulatory Health Center. The area of responsibility includes one ambulatory healthcare clinic. Responsible for planning, implementing, and evaluating and managing a comprehensive environmental health and safety program designed to furnish quality health care to patients and to protect health care providers, research staff, and visitors from harm. Develops and manages a safety management and industrial hygiene program for employees, patients and visitors within the free standing ambulatory Health Clinic. Directs the hazardous materials and wastes management program, and direction and guidance for infectious and other special wastes management. Directs, implements, and evaluates the ambulatory center/clinic emergency response program for internal and external disasters.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-11: Your resume must demonstrate one (1) year of specialized experience equivalent to at least the GS-09 grade level in the federal service obtained in either the private or public sector the following type of work and/or tasks: Planning and implementing the multi-faceted hospital and health center safety committee; proving assistance to supervisors in identifying fire and emergency response plans; serving as a consultant to the service unit and health center safety committee; providing assistance to supervisors in identifying changes needed in written planning, technology and safety policies and procedures; reviewing all accident and epidemiology reports. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M ; Major Study- Safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. GS-12: Your resume must demonstrate one (1) year of specialized experience equivalent to at least the GS-11 grade level in the federal service obtained in either the private or public sector the following type of work and/or tasks: Conduct and coordinate routine orientation an in-service training to all staff on compliance standards for safety standards; developing and maintaining a current resources in information center pertinent to industrial hygiene, occupational health, loss control, safety and environmental health; monitoring and reporting on facility employee occupational health problems and recommending necessary personal protective equipment as needed; directing, coordinating and evaluating hazard communication program; conducting surveys to identify problems for employees resulting from ergonomic conditions. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
