Duties
Major Duties:
Serves as advisor to the unit on procedures for the procurement of goods and services, and within delegated authority purchases supplies, equipment, and services for the unit utilizing a purchase card, or a blanket purchase agreement under micro-purchase authorities.
Provides human resources information and assistance to the unit. In that regard assists with the preparation of position descriptions and organization charts and prepares Requests for Personnel Action. Submits these documents to the Servicing Human Resources Office (SHRO) for the unit, and coordinates with that office on the completion of the requested action.
Responsible for the administrative oversight of various administrative processes, which may include processing financial, procurement, property, human resources, and other administrative forms or documents for the unit. Maintains tracking logs, action items, and manages administrative suspense items and transaction records.
Collects data for the unit's operating budget, consolidates material into an annual unit budget; sets up controls to monitor expenses during the year; and recommends budget adjustments including restructuring budget allocations or work plans to deal with changing situations such as varying costs for equipment parts, or services, and changes in the availability of funds.
Applies appropriate standards and procedures in the areas of 1) collection, safeguarding, and accounting of fees or donations; 2) impress funds or charge cards; 3) payment of invoices and collection of funds owed; 4) internal controls and auditing of waste, fraud, and abuse, and 5) travel requests and vouchers.
This position is budget focused.
Location:
The Administrative Support Assistant (OA) position will be duty stationed in York County, SC at Kings Mountain National Military Park (KIMO).
This position is also responsible for the same duties at several other NPS units: Cowpens National Battlefield (COWP), Ninety Six National Historic Site (NISI), and the Overmountain Victory National Historic Trail (OVVI). All sites, aside from OVVI are located within the Piedmont region of upstate South Carolina. COWP is located in Gaffney, SC approximately 45 miles from Greenville, SC and 65 miles from Charlotte, NC. KIMO is located in Blacksburg, SC and is approximately 30 miles from Cowpens NB. NISI is located in Ninety Six, SC, and is approximately 87 miles from Cowpens NB. The OVVI is operated out of Cowpens NB.
All basic service including schools, medical and shopping facilities are located within a short drive of each park. There is a full range of housing for sale or rental in the area and the cost of living is considered moderate. Temperatures for the area range from very hot and humid in the summer to cool and moderate in the winter.
Qualifications
All qualifications must be met by the closing date of this announcement-07/05/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: preparing and processing financial, property, human resources, or other administrative forms or documents for a work unit; providing accurate and reliable advice on administrative functions such as: property management, records management, human resource management; expertise in management of personally identifiable information (PII); advising others on Federal Travel Regulations; serving as a travel preparer in a Travel Management System; be proficient in multiple federal computer systems, such as FPPS, FMBS, QuickTime, Concur, or other similar personnel and financial/business systems. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
