This position is located in Kings Mountain National Military Park, in the Administration Division.
This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years. Term positions do not convey permanent status in the Federal service.

Duties
Major Duties:
As office receptionist answers the telephone and greets visitors. Provides general information and directs visitors to appropriate personnel for specific information. Receives and distributes incoming mail and prepares outgoing mail for delivery.
Maintains central filing systems.
Anticipates needs for and assembles reports, files, and documents relating to calls. Information frequently must be obtained from a variety of sources and may require extensive searching, researching, telephone calls, etc.
Coordinates the Division budget and finance functions. Prepares program documents, records expenditures from purchase documents. Provides monthly statements of commitments, obligations and status of funds, with recommendations, to subordinate supervisors and the Division supervisor.
Recommends program adjustments to resolve discrepancies. Presents programs with recommendations to program managers and other park staff. Performs expenditure transfers in reimbursable and clearing accounts.
Serves as travel coordinator. Prepares travel documents including authorizations and vouchers (from traveler's receipts). Provides technical assistance to all travelers. Instructs, installs and troubleshoots the travel software program. Reviews and audits travel prepared to ensure valid accounts, regulatory, policy, and other required guidelines are met. Tracks outstanding travel authorizations and takes steps to ensure completion of travel vouchers in a timely manner.
Prepares payroll for office employees. Serves as a timekeeper and is responsible for input into computer all time/attendance reports for employees and for transmittal according to specified time schedules. Answers employees' questions concerning pay, hours of duty and leave. Performs leave audits for incorrect annual and sick leave balances.
Serves as property clerk. Maintains the park's property inventory records ensuring all property is properly numbered and accounted for. Assists with disposal of excess property in accordance with applicable procedures. Assists supervisor in the annual inventory of property. Issues keys and badges to all employees.
Reviews or conducts the purchasing of micro purchasing. Receives acquisition requests from employees, reviews them for accurate account numbers, object codes, justification etc. before sending to the Contracting Officer. Promptly submits payments on all invoices.
Performs or oversees supply functions including receiving incoming supplies, materials and equipment, checking items against acquisition documents for completeness, and resolving discrepancies with the Contracting Officer or shipping companies. Orders and maintain stock items such as office supplies, copier paper and forms.
Uses computers and appropriate software for data collection, analysis and collating. Prepares reports, forms and tabular material, providing proper spacing, heading and arrangement for ease of understanding and information processing. Types in final form from field notes, or drafts, correspondence, including letters, memoranda, and reports checking for proper format.
Location:
The Administrative Support Assistant (OA) position will be duty stationed in York County, SC at Kings Mountain National Military Park (KIMO).
This position is part of a group of parks: Cowpens National Battlefield (COWP), Ninety Six National Historic Site (NISI), and the Overmountain Victory National Historic Trail (OVVI). All sites, aside from OVVI are located within the Piedmont region of upstate South Carolina. COWP is located in Gaffney, SC approximately 45 miles from Greenville, SC and 65 miles from Charlotte, NC. KIMO is located in Blacksburg, SC and is approximately 30 miles from Cowpens NB. NISI is located in Ninety Six, SC, and is approximately 87 miles from Cowpens NB. The OVVI is operated out of Cowpens NB.
All basic service including schools, medical and shopping facilities are located within a short drive of each park. There is a full range of housing for sale or rental in the area and the cost of living is considered moderate. Temperatures for the area range from very hot and humid in the summer to cool and moderate in the winter.
Qualifications
All qualifications must be met by the closing date of this announcement-03/14/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: performing various administrative functions related to assisting hiring managers with recruitment, entering personnel actions, payroll, personnel, and travel, organizing and analyzing information, typing correspondence, memos, reports, and forms from rough drafts, and notes, answering telephone calls, filing and meeting and dealing effectively with others. You must include hours per week worked.

EDUCATION: Successful completion of 4 years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. You must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, only education in excess of the first 60 semester hours (i.e., beyond the second undergraduate year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. The total combined specialized experience and education must equal at least 100 percent of the required length of the specialized experience to qualify. You must include a copy of your transcripts in your application package.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
